Abstract
The need and organizational and economic preconditions for agricultural producers unification process development aimed at organizing joint production, storage, processing, sales of agricultural products, providing them with basic means of production and services have been revealed. The analysis of the existing forms of agricultural cooperation, factors restraining their development, has been conducted. The assessment of current public support mechanism for agricultural cooperatives by types of activity has been conducted. Positive and negative directions of the small businesses cooperation process have been determined. Proposals on addressing the existing problems, improvement of the public support mechanism, intra economic relations in the cooperative have been done. The advantages of each form of agricultural cooperatives have been revealed and measures to increase the efficient development of agricultural cooperation in the Kazakhstan have been determined. The authors state that establishing of agricultural cooperatives in the areas of production, marketing, processing of agricultural products, logistics and maintenance of agricultural producers will increase employment and incomes of rural population, provide additional jobs, and contribute to the development of village infrastructure

Abstract
The world experience in management of innovation activity, legislative aspects of innovation activity support, infrastructure, programs and activities aimed at development of innovation sphere, sources, volumes and mechanisms of public financing have been studied. The experience of introducing innovations in agricultural production in countries with developed market economies has been presented, where effective commercialization of scientific developments is carried out. A comparative analysis of the state and functioning of foreign innovation systems has been carried out. Factors that hinder their development have been identified, in particular, a small share of business in funding research and development; low level of involvement of small businesses in innovation activities; problems related to commercialization of innovations. It has been noted that the process of transformation of agricultural sphere should play an important role in stimulating agricultural production of the industry. In this regard, it is necessary to search for new effective management tools in the field of integration of agricultural production and science, taking into account the experience of foreign countries and specifics of the agroindustrial complex of Kazakhstan.

Abstract
The management strategy and addressing the issues of specialization of agricultural sphere in market conditions should be based on the priority directions of the development of the agroindustrial complex, taking into account the specifics of the regions, the possibility of introducing innovations into production. The article presents various theories of economic thought and opinion of modern scientists on specialization of agricultural production. In this aspect, the main factors affecting the level of the region and agricultural enterprises have been identified. Its role in the process of internationalization of production and cooperation of economic entities has been defined. The features of specialization in market conditions at micro and macro levels and the role of the State in this process have been presented. Specialization in agricultural production is associated with overcoming the contradictions between labor division and the need for combined development of production, which allows to account more fully the natural, technological, organizational requirements inherent in agriculture. The authors state that when considering the issues of specialization in agricultural sector, it is necessary to take into account the laws of market relations, the use of such levers of influence as demand and supply on agricultural production.

Abstract
The tactics and strategy of risk management in agricultural enterprises, the essence and necessity of studying them in market environment have been explored, as well as the impact of risk situations on the activities of all branches of AIC have been explored. The risk management process of agricultural enterprises, their interrelation with other subsystems of the organizations have been presented, and such kinds of risks as ecological, natural, political, financial, industrial, market, etc. have been outlined. The forecast of expenses for establishing of the department of information support of risk management of the Department of Agriculture of the SKO has been presented. The need to study modern foreign technologies used in industrial and innovative development of agriculture and new innovative projects in agricultural sector of economy has been analyzed, since risk management - is an attempt to achieve the goals set by means of existing opportunities. Risk research in agriculture is defined as one of the important areas at the current stage of industrial-innovative economic development. Agricultural production is significantly affected by the factors that cause risks. In view of this problem, it has been proposed to organize regional information and consulting services on risk management, taking into account agricultural enterprises with low solvency.

Abstract
The agricultural production of the republic is considered as an important branch of national economy. The demand for products on domestic and foreign markets has been analyzed. The analysis of the volumes of main product types, including by regions has been conducted. The share of agriculture for a number of years in the structure of GDP has been determined. The advancing growth of crop production in comparison with livestock products and its causes has been revealed. The problems of low level of agricultural production have been noted, which is due to its concentration in the households: old machinery and technology; low qualification of agricultural workers; lack of financial resources. The necessity of public support of agricultural producers in the aspect of solving financial aspect has been justified. Due to the low productivity in agriculture, which can lead to extensive development of the industry, a number of recommendations have been done, including: rational use of land resources, improvement of their condition and productivity; improvement of the activities of land users; increased responsibility of intermediary enterprises before agricultural producers, which as a result will contribute to the formation of logistics complexes in agricultural production.

The need to conduct a strategic analysis, which is the main tool in development and justification of the economic entities development strategy, which is the main tool in the development and justification of the development strategy of economic entities has been presented. The views of the researchers on consideration of the essence and content of strategic analysis have been systemized. The AIC enterprise as an object of strategic analysis, representing an institutional system that functions and develops in an institutional environment and types of strategic analysis have been considered: particular and complex, the ability to interpret the strategic position of the agribusiness entity as a result of strategic analysis.

Abstract
The process of social responsibility formation in agricultural enterprises, interests and characteristics of social partners, issues of corporate social responsibility at agricultural enterprises of Kazakhstan have been considered. Two categories of corporate social responsibility have been analyzed: mandatory social benefits and a voluntary program of corporate social responsibility. The ethical code and principles of behavior of large corporations that determine the rules of doing business have been explored. According to the World Bank experts, there is a scheme of State intervention that can be characterized by seven steps in the development of the institution of corporate social responsibility: supporting business and participation of civil society in key initiatives, providing advice and information by the civil service, creating favorable environment, developing a regulatory framework for reporting and business valuation.

Abstract
The scientific approaches of the researchers to determination of the essence of economic efficiency in general and in agricultural production in particular, have been considered. A comparative analysis of such concepts as "criterion" and "indicator" in agricultural production was carried out. The main approaches to determining the performance criteria of agricultural information and consulting service have been identified. Based on the experience of the activities of foreign ICS, main factors which have most influence on the effectiveness of information and con- sulting support of agricultural production that can serve as a basis for the effective functioning of information and consulting services that affect agricultural production development have been identified. The main directions of their economic efficiency have been determined. The consumers who are interested in the results of the ICS activity have been identified and grouped, and main indicators characterizing social and economic efficiency from the position of the interested circle of persons and organizations have been determined. In this paper, in particular, the definitions of the influence of information and consulting activities on agricultural production are of interest. The example on obtaining the annual effect of consulting work has been presented, while the effectiveness of each individual object of consultation has been identified. Methodology of calculating the effect of introduction of new technology based on the example of crop production has been proposed.

Abstract
The experience of economically developed countries (USA, Japan, France, China), the CIS countries (Uzbekistan, Kyrgyzstan, Turkmenistan, Tajikistan) has been explored that testifies about the importance of public support and participation of the State in organization and financing of capital and operating costs of water economy. Paid water use is used to return the costs associated with providing water to the consumer, as well as stimulating rational water resource use. The significance of measures taken to raise awareness of changes in tariffs management and regulation has been revealed. The analysis of current state of water resources has been carried out, which shows that Kazakhstan is limited in them in comparison with neighboring and other countries. A regional deficit in some river basins has been identified, which leads to losses in fishery and agriculture, degradation of lakes, rivers, wetlands. The article suggests ways of addressing problems, using the best practices of foreign countries: reduction of losses in highway and inter-economy canals and group waterways, as well as increasing the efficiency of water consumption in agriculture.

Abstract
The issues of State planning of agricultural development have been considered. Changes in economic structure have affected domestic enterprises. In terms of market relations, competition on food markets and expansion of foreign food, strategic planning and management in AIC, which have not yet received wide distribution, become especially relevant in the formation of economic managemen mechanism. Strategic planning provides the basis for incentives and controls designed to develop management decisions, organizational functions and strategic plans. The analysis of program and strategic documents of State planning system on the development of agricultural sector of economy was carried out. In particular, the documents of its first, second and third levels have been considered with purpose of reflecting the indicators, the correspondence of the indicators values. Based on the results of the analysis, problems were identified and solutions were proposed.

Abstract
The authors note that the main task of State regulation of economic development of the industry in the context of the WTO is the reorientation of support for agricultural sector in favor of measures permitted by the rules of this organization, including optimizing the structure of budget expenditures of various levels by reducing direct budget support programs, which requires the implementation of result oriented budgeting principle (ROB). The main issues of fiscal policy in agricultural and industrial complex of the Republic of Kazakhstan have been revealed. The dynamics of the volume of agricultural production, financing from the republican budget for 2010-2016, lending and taxation of agricultural commodity producers is presented. Recommendations are given on the effective use of budgetary funds, proposals to reduce the financing of measures that cause significant damage to the functioning of markets in the conditions of the World Trade Organization.

Abstract
The role of public support of agricultural sector in production of agricultural products has been explored. The statistical data of the share of agriculture in the GDP structure, the dynamics of the production volume of gross agricultural output in current prices, production of the main types of livestock products and processed products have been presented. The world experience of public support of agricultural sphere in comparison with domestic indicators has been analyzed. It is shown that in Kazakhstan its size is lower than in the economically developed countries. The instruments of State regulation and stimulation of agricultural market in the countries of the European Union, the USA, Canada have been reflected. The analysis of production of the main types of livestock products in 1990-2016 and their processing in 2012-2016 has been presented. The article includes various theoretical and economic methods: monographic, program-target, abstract-logical, expert assessments. Based on the analysis and study of foreign experience, the authors developed recommendations on adapting the world experience in improving the situation in the country's agriculture.

Abstract
The issues of ensuring effective management of budgetary processes at local level and compliance with modern requirements are considered. The main requirement for local budgets is that every Tenge from the budget aimed at developing the funded entity should be justified by capital gains, improvements in the quality of productive resources or living conditions of the country's population. The article includes the analysis of interbudgetary relations based on the example of the economy of Kazakhstan. They include monetary relations between the authorities of different levels regarding the delimitation of the types of expenditures and revenues on continues basis which enter the country's budget system and distribution (redistribution) of funds between of different level budgets in terms of budgetary regulation. The authors propose to clearly allocate spending functions among the authority levels, consolidate their respective funding sources, and formulate a system for providing financial assistance to disadvantaged regions. Expenses of the city budget are carried out according to 19 programs. The authors state that in their structure the costs of agricultural activities, land relations have a constant dynamic of an unreasonably small share. The significance of the material is in the conclusions and recommendations contained therein, which can be practically used in carrying out the tasks of improving the effectiveness of local budget management.

Abstract
The analysis of food availability for the population of the Republic of Kazakhstan has been presented. It is noted that food security - is a state of economy in which each consumer is guaranteed access to food in accordance with scientifically based dietary norms and creates conditions for the human potential development. It has been determined that consumption of food products in the republic does not fully correspond to the established rational per capita consumption norms. It is shown that economic accessibility of food is an important aspect of the country's food security. Its high level increases the ability of the State to guarantee the satisfaction of the population needs in food at a level that ensures normal livelihoods and purchase of food products by different groups of population at the normative amount on food market at current prices and incomes, as well as bypassing market channels, that is, from personal subsidiary plots and garden plots. The authors believe that a significant role is played by the provision of environmentally friendly and healthy food products of domestic production at scientifically based rates and affordable prices.

Abstract
The current situation and the dynamics of the development of bread and bakery products market in the Republic of Kazakhstan in recent years have been presented. The production indicators of the bread and bakery products output have been considered. The analysis of fluctuations in production volumes was carried out. The regions-leaders in consumption of bakery and flour products have been determined. With the help of SWOT- analysis, the state of the bakery products market was evaluated. Information on cost of bread in different countries of the world, the maximum and minimum prices in the country for certain types of local bakery products have been presented. Differences between cities were determined by the level of prices, factors affecting the situation with prices have been indicated. Based on the conducted survey of consumers of bread and bakery products in Almaty, factors influencing on the industry development, changing demand and consumption have been analyzed. The authors present constraining factors that hamper the sustainable development of the domestic bread and bakery products market. In conclusion marketing tools aimed at its improvement have been proposed.

Abstract
The strategic position of the dairy enterprise is considered. With the help of strategic management tools, its place on market is determined, competitive position is analyzed using the Arthur de Little matrix and the Efremov model. It is shown that Arthur de Little's matrix is based on the concept of the life cycle of the industry, which goes through four stages in its development: start up, development, maturity, and decline. In addition to successive changes in the stages of the industry life cycle, the competitive position of certain types of business with respect to others also changes. Business can occupy one of five competitive positions: dominant, strong, favorable, firm or weak. Efremov model determines the position of the organization, taking into account the development of the industry, the market, micro- and macro-conditions. It was revealed that the position of the dairy enterprise is characterized by a stable (average) position on market and a stage of growth of the product life cycle. The result of implementing strategic positioning are the recommendations on further development and proposals on five strategies through which the desired competitive niche can be achieved: strategies of analysis, expansion, internal growth, differentiation or individualization, pretension for leadership.

Abstract
The research results in the field of livestock production in Kazakhstan, in particular camel breeding, have been presented. Its role in the development of agriculture in the semi-desert and desert regions of the republic and in Atyrau region has been presented. The potential of production of camel milk has been analyzed, its importance in strengthening the country's food security and treatment of various diseases: diabetes, tuberculosis, beriberi, etc. The economic feasibility of production of new fermented milk products is proved, as an alternative to imported products. In particular, the efficiency of production of the patented drink "SofMaya" from camel milk fermented with lactic bacteria and beet juice, which due to the unique nutritional properties and profitability is superior to other dairy products. SWOT analysis was conducted and it proved that currently market of domestic sour-milk products needs to expand the range. The authors state that it is necessary to use production potential of camel milk products and create favorable investment conditions for increasing animal productivity.

Abstract
In accordance with State programs, large-scale reforms are being implemented in the country aimed at diversification of national economy. One of the most important tasks of the industry is to increase the volume of processed cotton fiber. The growth of cotton exports contributes to the effective regulation of the external market, its investment attractiveness. Currently, the use of innovations in the expansion of textile production is a priority for cotton processing companies aimed to increase their competitiveness on world market. The article high-lights the measures aimed to eliminate obsolete technologies, reveals new product types, shows the role of innovative technologies. The step-by-step mechanism of innovation process influence on the enterprise development level has been determined and the determining factors ensuring stable and long-term development of industrial enterprises of agricultural sector have been explored. The risks that affect the introduction of innovative technologies in the activities of cotton processing enterprises in the republic have been analyzed.

Abstract
The possibility of creating a cluster which represents the concentration of the most efficient and interconnected types of economic activity, i.e. a set of groups of successfully competing firms that provide competitive positions on sectoral, national and world markets. The aim of the work is to identify the regional potential and the possibility of creating a cluster on the basis of a scientific hypothesis. SWOT-analysis of Karaganda region was carried out in view of the development of agro-industrial cluster. A model of calculation of the synergistic effect and clustering coefficients has been presented using regional data. Calculations show that the combined effect of factors leads to the increased capabilities of the cluster and contributes to the effective development of the region and its emergence into the world space. It was confirmed that introduction of the cluster enhances the pace of agricultural development several times. The expected results of the cluster implementation can be different and depend on the interests of the participants: government structures, enterprises, etc. One of the main estimated results of cluster implementation is the improvement of the regional trade business, stable increase in the level of exports, and import substitution. Conclusions and recommendations of the study are intended for enterprises of agricultural sector and regional government authorities that implement cluster development concept.

Abstract
The influence of the State on sales of grain and grain products has been explored. Important directions of development of interregional relations providing favorable conditions for economic entities on market, competition between them have been outlined; implementation of interregional integration by grain market subjects based on the direct relations and contractual relations. It is noted that market regulation system at regional level should be based on economic methods, and take into account local characteristics and characteristics, based on financial and material resources. It is emphasized that agreements can be install in the form of long-term contracts on supply of grain for State needs, conclusion of long-term intergovernmental and interregional contracts, creation of integrated associations of vertical and horizontal types. Grain policy which should be aimed at providing producers with opportunities to participate on domestic, national and international markets has been presented. The cooperative marketing policy of foreign countries in which marketing and marketing-processing cooperation of farmers has a multi-stage industry structure based on the principle of horizontal-vertical cooperative integration has been considered.

Abstract
The essence, principles of agricultural cooperation of commodity producers have been considered. The role and necessity of its development was presented, especially in the sphere of product marketing. The main provisions of the Law «On agricultural cooperatives», indicators of economic and social efficiency, and functions have been revealed. The development of cooperation in agriculture of the West Kazakhstan region, their number and the directions activity has been analyzed. The issues of formation and current mechanism of cooperation, as well as factors that restrict its development in the country's agriculture, have been revealed. Measures on further co-operation of various forms of agribusinesses have been proposed. Organizational and economic measures and tools of effective functioning of cooperative structures in agrisector of the republic have been presented. The necessity of development of the State and regional programs of development of agricultural cooperation in Kazakhstan in view of the specific regional features has been justified.

Abstract
The essence and main elements of the system of precise farming have been considered: global positioning systems, geographical information systems, yield assessment, differentiated mineral fertilizers application. The experience of foreign countries in introduction of this technology has been analyzed, which confirms that the use of "smart technologies" in agricultural production makes it possible to improve the accuracy, uniformity, objectivity and frequency of observations, significantly improve methods of operative crop condition and crop forecast monitoring. Based on the example of the agro-industrial complex of the East Kazakhstan region, the factors that influence on maximization of the grain harvest have been revealed: yield, soil fertility, technical condition of fixed assets. Restraining causes of application of technologies such as "precise farming" have been designated, conditions and opportunities for its development in the East Kazakhstan area have been determined. High cost of implementation, technical complexity, lack of highly skilled personnel have been highlighted as barriers. The application of this farming system will increase profitability in terms of optimizing agricultural production, saving economic and natural resources.

Abstract
The migration processes in the republic have been studied, various aspects of the impact of migration on employment in agriculture have been identified, the principles of State policy in the field of population migration have been outlined, and the issues of regulatory and legal regulation of migration and employment of rural population have been considered. Internal migration is shown as the main direction of migration processes in Kazakhstan, which is characterized mainly by intensive resettlement of economically active population from rural areas and ecologically disadvantaged regions to the regions with a more favorable economic situation. The important features - migration transit and labor migration from the countries of Central Asia, as well as immigration related to the influx of ethnic Kazakhs, and emigration have been justified. The territorial concentration of production, capital and human resources in the highly urbanized zones of the republic, on which the policy of territorial and spatial development of the country is oriented, largely depends on migration processes. Migration is an effective tool for creating conditions for the growth of economic and business activity of economic entities, establishing common internal economic space that is harmoniously integrated with the world economy. To date, the demographic situation in the regions of Kazakhstan is heterogeneous and will continue to develop under the influence of the prevailing trends of natural reproduction and population migration.

Abstract
The population's nutrition indicators - are the most important components of the countries' living standards, indicators reflecting the life quality of the population, the level of sustainable human development. The work identifies the differences and the role of nutrition in the life of various categories of the world's population, indicates the world nutrition problems for vulnerable segments of the population. Factors determining the conditions for the growth and development of diseases, in particular non-infectious diseases, have been considered. The role of healthy nutrition and problems caused by malnutrition have been explored. A comparative analysis of the actual diet of Kazakhstani people and rational average per capita rates, rates recommended by the UN World Health Organization, minimum rates of food consumption, has been conducted. The indicators of consumption of basic food products in the country have been analyzed, deviations in consumption of urban and rural residents have been revealed. The structure of caloric nutrition has been presented. The analysis of the consumption level and influence of tobacco and alcohol products on human health has been conducted. Based on international recommendations, measures to ensure a healthy diet have been proposed.

Abstract
Food security is the main direction of State agricultural policy aimed to satisfy the population's needs in food in accordance with rational food rates. The article examines the directions of the investment policy, taking into account the specifics of agricultural production and rationale for the development of potentially competitive products of agricultural sector, orientation towards domestic and world markets. At the same time, the system of distribution, redistribution and development of allocated State budget funds through lending system is problematic. The position of Kazakhstan in the international labor division in the AIC, the need to support it through measures of rational use of agricultural potential have been presented. The expediency for such approach is also evidenced by the fact that the large-scale international trade in food products, which the re- public tends to join, increases the dependence of the country's food supply on the world food markets. It is emphasized that food security can be ensured only through the consistent implementation of a set of interrelated and coordinated measures using the reserves of industries and enterprises of the agro-industrial complex aimed to improve the quality of life of the rural population.

Abstract
The export potential of the flour-milling industry of Kazakhstan, the export of mill products: seasonality of the harvest, transport services, shortage of wagons, high cost of domestic tariffs for transportation of flour-milling products by railway, which is confirming the fact that Kazakhstani exporters cannot compete on foreign markets, and data on the exporters margins are minimizing this transaction. It is noted that marketing of mutual relations of participants of the flour market - is an important tool, since such factors such as reliability, integration, interrelation, cooperation and timely delivery, which should be at a high level, are considered. The experts of milling industry were interviewed for 10 years, with the help of secondary information processing was carried out using program R, based on quality analysis, a tonal model identifying factors that had a negative effect on exports was developed, i.e. existing obstacles to the development of export potential of milling industry, and recommendations on their elimination.

Abstract
The ways of increasing competitiveness of domestic food industry, its transformation into a highly efficient and highly profitable sector of economy as a factor of ensuring the country's food security have been explored. The problems of enterprise management have been explored. The estimation of the AIC potential has been conducted. It is noted that agricultural sector has is an indisputable advantage - production of environmentally friendly products, competitive on the world market. The analysis of the activity of food industry branch of the republic, agricultural producers on regional markets of Kazakhstan has been conducted. The main research areas include the evaluation of competitive relations between market participants, the degree of their intensity and impact of subjects on each other, the industry specific features of competitive relations, the form of ownership of the enterprises and other indirect factors have been taken into account. It has been revealed that the reasons of high degree competition include continued dependence of enterprises on imported raw materials and technologies and then the fact that large retail chains often prefer to place goods of foreign producers. It is necessary to further improve the legislative and organizational and methodological basis for the analysis and evaluation of the effectiveness of economic activity. Practical relevance of addressing these problems, insufficient study of certain issues of methodology and practice of management of the competitiveness of the industry testify to the research relevance.

Abstract
A corporate culture reflecting the organization image and that facilitates the establishment of mutual understanding between it and the environment, distinguishing one economic entity from another and predetermining their successful functioning has been explored. It was revealed that corporate culture allows to provide high profit of the enterprise through the improvement of management. Domestic business faces the need to use effective corporate organization management. Its principles and factors, depending on corporate culture, are based on the company's strategy and structure. Livestock facilities, greenhouses, enterprises for processing agricultural products, irrigation facilities, which need power supply, are being intensively built in Kazakhstan. In this regard, the reliability of power supply in rural areas is an important component of the country's industrial potential. KEGOC JSC together with regional electric grid companies will develop the appropriate infrastructure for agricultural sector and as the system operator of the PES of Kazakhstan is aimed at increasing the efficiency of its activities and a high final result. In JSC "KEGOC" successful management of the enterprise is connected with the implementation of the principles of corporate culture.
