Abstract
The current state of agricultural sector of Kazakhstan has been analyzed. The main problems restricting the development of the industry have been identified. The authors state that it is necessary to improve product quality in order to improve economic efficiency of agricultural production. The AIC of the country has significant potential for further increase in production vol-umes in terms of attracting appropriate investments, introduction of advanced technologies and scientific achievements. One of the main objectives of ensuring the country's food security is the development of domestic agro-industrial production based on the growth of productivity and prof-itability of its branches under the effective State regulation.

Abstract
The relevant issues of land use by various agribusinesses and development of land rela-tions have been explored. The in-depth institutional analysis of the impact of the land reform pro-cess on formation of new economic entities and sizes of their land plots has been conducted. The main reasons of the weaknesses and lack of land legislation related to the maximum sizes of land plots of agricultural entities, which resulted in the negative trends in the regions of operation of the large-scale farm sizes have been revealed. The recommendations on elimination of existing shortcomings in large agricultural enterprises have been developed on the basis of optimization of their sizes, depending on specialization, improvement of land and property relations in agricul-tural holdings by increasing the role of the grassroots structures.

Abstract
The effectiveness of international economic integration can increase through the im-provement of the forms and methods of investment processes and provision of competitive ad-vantages of integration of the EAEC countries. The paper explores market situation and provides an objective assessment of sensitive agricultural products. The threshold values of food safety criteria for sensitive products have been recommended. Investment process development trends in the framework of integration interaction of the States of the Eurasian Economic Union based on the development of the imitative economic model have been proposed. Indicators that take into account these processes have been justified aimed to assess the potential of their mutual food supply, optimization of commodity flows and investments (including government support). The coordinated measures aimed to bring together economic opportunities and create necessary or-ganizational and legal conditions at the national and interstate levels for the development of inte-gration processes in agricultural sector have been presented.

Abstract
The data which enhance considering the issues of marketing development on agricul-tural products market and influence of specific factors in this sphere have been presented. Specif-ics of marketing in agri-industrial production are explained by the specifics of organization of ag-ricultural enterprises and their different approaches to product distribution and marketing. The ways of using agrimarketing have been presented, taking into account foreign experience and ad- vanced domestic practice. On industrial or consumer products market in exploring the aspects of its improvement, econometrics indicators are rarely used. In this regard, it is important to organ-ize marketing in practice and increase its effectiveness. Based on application of the system of economic and mathematical methods, a correlation-regression model of dependence of the influ-ence of specific factors on the state of agri-industrial complex in general and production of re-gional product, in particular, has been developed.

Abstract
The choice of crops, the scale and crop structure by agricultural commodity producer is primarily based on economic considerations, analysis on "income-risk" basis. In multi-sector agri-industrial production, there is a correlation (covariance) relationship between the results of production of various product types. Therefore, its rational diversification involves consideration of covariance in the decision-making process. There is a strong proof of the relationship between the nature of correlation of the income from production and diversification effect. It has been shown that in decreased covariance, the sustainability of the economic results increases. On the other hand, a high degree of its total result simultaneously means a decrease in the average ex-pected level. In this regard, diversification of production makes sense to be considered only with-in overall problem of optimal use of resources.

The purpose of the research is to justify the role and importance of agricultural sector of the Republic of Kazakhstan in national economy in terms of theoretical and practical aspects. The state of the development of transport and logistics network in agriculture has been analyzed. The relevance of the topic is due to the fact that the degree of investment attractiveness is a determining condition for active investment activity and effective socio-economic development of the economy at national and regional levels. The paper explores the regional investment activity, the main approaches and methods for its assessment. It has been determined that currently there is quite significant volume and range of operations related to investment activities, including agriculture. Abstract
At present one of the priority directions of agricultural economy sector development in Kazakhstan is establishing of private businesses. The country's food security, import reduction and supply of population with food products depend on the correct use of households resources which are engaged in agricultural activities. Abstract
Due to the need to satisfy the population with high-quality foodstuffs, wheat is the important crop in ensuring the country's food security. In order to find alternative ways to increase its profitability, it is necessary to study the influence of various factors on yield capacity as one of the main productive indicators of crop production development on the basis of establishing a quantitative interaction. The article includes calculations which have been done to evaluate the interaction between production, including hydrothermal indices and grain yields aimed to evaluate and select the most important factors for inclusion into the econometric model, and significant differences have been found in the correlation between grain yields and hydrothermal indicators in the periods before and after 90-ies which resulted from the changes in economic and climatic conditions, used production technologies.

Specifics of organization of accounting related to the use of innovative technologies have been considered. The crop production cost has been determined, depending on technological characteristics of agricultural sector. Methodological recommendations on direct production costs have been developed, overhead costs associated with their distribution objects have been determined. The research results will find practical application in financial activities aimed at production cost reduction, identification of the reserves to improve crop production sector efficiency. Accounting of expenditures on expenditure items in crop production, as well as their distribution in economic processes have been foreseen. Abstract
The risks of a possible weakening of positions in participation of the republic in integration associations and the need to reduce them for sustainable development of national economy have been define. Promising advantages and negative consequences have been shown in participation of the country in the World Trade Organization, the Eurasian Economic Union. The emphasis was placed on solving the problem related to the resource-consuming structure of the industry. The need to develop a strategy for the development of service markets in Kazakhstan in the context of WTO integration and its main directions have been considered. Abstract
Measures of State support of agricultural sector based on implementation of a large-scale agricultural modernization of the country have been considered. New credit products have been identified for effective development of agricultural cooperatives, increasing their role in the field of agro -industrial production. The tasks for ensuring the availability of microcredits, increas-ing the size of a loan and lending terms have been determined. The directions promoting mass development of rural business, employment in agriculture and loading of the processing enter-prises have been shown which assume the use of potential of personal subsidiary farms, family feedlots. The author notes that in order to increase the investment attractiveness of agricultural sector, it is necessary to use a number of financial instruments aimed at low cost loans to finance AIC projects, reduction of risks of creditors and investors.

Abstract
Grain production and export play a strategic role in ensuring the country's food security. The article includes the analysis of grain production in the republic for 2001-2016, internal reserves of increasing its efficiency have been determined. The rational sizes of crop areas of grain crops for large, medium and small farms have been revealed based on the example of Akmola region. Proposals were done on the need of transformation of the inefficient grain companies - holdings into joint- stock companies with shared ownership. The reasons for the low efficient resource-moisture and energy-saving technologies for cultivating grain crops have been indicated, the possibility of their elimination based on the best practices of LLP Agrofirm "Rodina" and others have been indicated. The factors of effective development of grain complex and increasing its competitiveness have been presented.

Abstract
The approaches to practical use of the results of cost- effectiveness analysis for justification of the choice of production program of milling enterprise have been presented. It is noted that, its adoption depends on the structure of jointly produced products and grain wastes, i.e. grain processing refers to integrated production. The dependence of production of milling products on the installation mode of mill equipment has been shown. The cost effectiveness of three scenarios of product output has been analyzed, based on the example of small grain processing enterprises. It has been determined that the structure of output of joint products affects the cost effectiveness. In three scenarios of the assortment of milling products, the same production costs value provides different economic benefits. Based on the determination of correlation between costs, revenues and marginal revenue, the necessary measures are recommended in conditions of stability or instability of prices for consumed resources in production process.

Abstract
Technology of growing the introduced varieties of subtropical crops on industrial basis has been proposed: pomegranate, fig and persimmon in the South Kazakhstan region. The existing household plots do not affect the overall level of development. Elements of adaptive energy-saving technology of fruit production will be introduced with maximum use of natural resources. Indicators of the effectiveness of the proposed measures have been presented: increase of the areas under subtropical crops; Establishment of shops for deep processing of fruits, infrastructure for sorting, packaging, storage and sale of finished products; Reduction of imports of subtropical products. The effect is expected from the use of possibilities of agri-climatic resources of the region's territory, conservation of biodiversity of lands adjacent to subtropical gardens, total absence of production waste, observance of specifics of phytoclimate and energy balance of subtropical gardens. This project has no analogs on industrial basis.

Dynamics of development of dairy industry in Kazakhstan, features of production of dairy products in the country have been presented. The analysis of statistical data testifies the importance of this sector in ensuring the country's food security. The volume of foreign trade in dairy products has been presented. The analytical data presented in the article demonstrates the presence of significant import dependence on various types of dairy products. The presented information reveals the role of producers from partner countries of the Republic of Kazakhstan on integration associations in meeting the demand for dairy products on domestic market. The weaknesses of dairy industry of the republic have been revealed and measures taken by the State aimed to eliminate them have been shown. Particular attention is paid to the issue of increasing efficiency of milk processing products, indicating possible ways to strengthen the export potential of the industry.

The role of agricultural cooperation in agroindustrial complex of Russia for the implementation of agrarian policy has been considered. An effective system for managing agricultural cooperatives has been presented, total effect of which is multiplied many times due to stimulating effect of the components, while the relevance and timeliness of cooperation is especially evident in crisis conditions. The author notes that combination of the efforts of several entrepreneurs improves the efficiency of implemented entrepreneurial projects, has a beneficial effect on economic system as a whole. At macro level, the efficient functioning of agricultural enterprises is ensured by State regulation of the activities of agricultural cooperatives: pricing and credit policy, budgetary support, provision of tax incentives.

Abstract
Foreign trends in supporting agricultural cooperation are reflected through information and consulting assistance. The US experience in information support, training and financial regulation, currently operating 29 thousand cooperatives, which mainly work in purchasing and service and marketing directions, has been explored. The current state of public administration of agricultural cooperation, its information and educational support in Kazakhstan, the direction of State support for agricultural cooperatives, and data on conducting training seminars on their establishing and further functioning have been considered. The analysis of the situation in the republic shows that opportunities and advantages of cooperative principles are not yet fully realized, their role and importance in the country's socio-economic development are underestimated. Abstract
Agriculture is one of the key spheres of Kazakhstan's economy, the basis for ensuring the country's food security. Therefore, one of the most urgent tasks is to determine the effectiveness of machinery management at enterprises of agro-industrial production. At present almost all the volume of mechanized agricultural work is performed by "old and worn out" machinery. Insufficient demand in it leads to a violation of work technology, the timing of implementation, and significant wear-related to the decreased quality of land cultivation, affects harvesting, one of the reasons for the increased costs associated with irrational consumption of petroleum products, which has a negative impact on the overall performance of the AIC. Based on the evaluation of the use of agricultural machinery, the ways of its effective use in agricultural sector of the republic have been shown. Factors of increasing profitability of agricultural production have been considered.

Abstract
The analysis of the views of researchers in the field of land valuation has been presented. The specific features of land as a commodity and its value expression in monetary terms have been considered. The content of the concept "price" of land is revealed, comparative and absolute estimates are given, and the need for their monetary evaluation in market conditions is shown. Considerable attention is paid to differential rent I and II, the opinions of scientists on its definition have been presented. The expediency of using rental approach in valuation of land has been justified. Specific features of land resources have been revealed, methods of their evaluation are described as a tool that promotes economic stimulation of rational land use. The article discusses the relevant issue of land valuation in terms of market economy. This issue has been insufficiently studied and requires further research.

Abstract
Rangeland livestock production in Kazakhstan is traditional and main branch of economy of the agro-industrial complex. Economic-geographical position of the country allows to determine the strategy of modernization of agro-industrial complex on the basis of animal husbandry. The main factors of effective use of the resource potential of grazing livestock include the restoration of devastated land and development of sheep production. The article presents pasture areas in the regional context, by natural zones and vegetation types. Attention is paid to the organizational and economic indicators of sheep production, directions of State support aimed to enhance the competitiveness of rangeland livestock sector, the forecast of the world market for the sale of sheep products (lamb, karakul). Recommendations are given for improving the conditions for grazing animals in pastures.

Abstract
The essence and necessity of nature protection activity in Kazakhstan has been presented. It was revealed that in order to achieve ecologization of regional economy of the republic, it is necessary to maintain a balance between the economic development rates and restoration of the environmental quality characteristics. This process means the ecologization of social and economic structure of the state and is aimed, primarily, at reducing the level of environmental intensity of production. The main tasks of ensuring sustainable environmental management have been identified: the application of integrated environmental management measures that include environmentally sound land use methods, the use of water, forest and other resources, the reduction of the share of companies operating with natural resources, the development of high-tech nature-conserving industries, the maintenance of biodiversity and preservation of their ability to reproduce and self-regulate.

Abstract
The points of view of modern researchers dealing with the issues of labor market, youth employment have been considered. Statistical analysis of population dynamics of the Republic of Kazakhstan by age groups has been presented. Particular emphasis is placed on the population aged 15-29 years, that is, economically active youth, which makes more than 23% of the total population of the country. The article analyzes the main indicators of the youth labor market in the Republic of Kazakhstan for 2011-2016. Information is provided on vacant workplaces and expected demand for workers by types of economic activity and forms of ownership. A multifactorial correlation model for the assessment of the demand for graduates of higher educational institutions in agricultural labor market of Akmola region has been constructed. Practical author's recommendations have been done, the implementation of which will improve the quality of life of rural youth in the region on the basis of increasing the level of employment of this population group.

Abstract
The necessity of State intervention in the process of lending the entities of the agro-industrial complex and its sustainable development based on the improvement of lending, banking, insurance systems allowing to solve the problems hindering the functioning of agro-industrial production has been justified. The specifics of lending to agricultural sector and possibility of increasing credit opportunities for the purpose of providing the population with food products within the framework of agricultural policy in the republic have been demonstrated. Taking into account the specifics of agricultural production, the conceptual apparatus of credit is specified, the issues of realization of credit relations between entities with participation of the government, as well as their historical aspects in Kazakhstan, have been explored. The experience of developed countries in the field of financial support of agroindustrial complex, in particular agricultural crediting in the conditions of market economy is shown.

Abstract
The current state of milling industry of the Republic of Kazakhstan has been analyzed. Econometric methods were used which allow to manage the entity and establish interaction between the factors. The economic and correlation regression analysis of the main indicators of milling industry was carried out, with the help of which the most significant indicators influencing on production of flour-milling products were identified and on the basis of the regression equation its volumes were forecasted until 2017. In Kazakhstan, production growth is ensured by stable domestic demand, related to the implementation of State programs in the field of milling industry. The flour-milling industry in the republic has increased, domestic consumption of imported products has decreased, which contributes to its sustainable development. The author states that one of the main barriers affecting exports is underdeveloped logistics infrastructure.

Abstract
The analysis of the current state of milk and dairy products market in the Republic of Kazakhstan has been conducted and problems of its further development have been considered, the causes of recession and factors of growth in production volumes have been analyzed. The information is presented in the context of farm categories in Almaty region. The volumes of consumption of milk and dairy products for 5 years have been presented. The marketing research of consumers on milk and dairy products market in Almaty and Almaty region has been carried out, which allowed to identify their main groups and priorities in buying, preference by types of dairy products, formation of a list of milk producers and dairy products trade marks, obtaining data on places and frequency of purchases. The results of the research made it possible to define the assortment demand for milk and dairy products in the region.
