Factors constraining the development of processing of agricultural products, specifics, competitive advantages and priority directions of its development in key sectors of agribusiness of RK (grain, meat, dairy, fruit and vegetables, etc.) have been identified.

The issues of domestic agri food market, specifics of the formation of supply and demand have been highlighted. The author notes that the main objective of national market of agricultural products - is to ensure own production, as the basis of food security of the country, and source of foreign currency income

Export opportunities of agricultural sector of Kazakhstan on the basis of analysis of current state of crop and livestock sectors have been described. Export and import of basic food products and their share in domestic consumption. Recommendations to improve export potential of agro- industrial complex of the country have been done.

The issues of investment lending of agri-industrial complex in Kazakhstan, modern mechanisms for attracting financial potential of commercial banks as a way of improvement of enterprises of agricultural sector have been considered.

Therefore, firms tend to create strong brands, develop strategies to increase their shares. It is important to note that in global competition one of the most important aspects of modern marketing is to create a strong brand.

Direction of improving productional and technical maintenance in agricultural sector, functioning of the MTS, the advantages of agro-service center over machine-technological stations have been shown.

Methodical approaches to the establishment of optimal value of tax exemptions and tax burden, as taxes needed to create equal economic conditions for agricultural producers of the EAEC, special tax regime have been considered.

The basic parameters of the Republican budget for 2015-2017 relating to financing of agriculture and related industries have been shown. Particular attention is paid to the formation of a profitable part of the State budget, including those from transfers from the National Fund. A comparative analysis of funding and crediting of budget programs on identifying target transfers and areas of financial support to agricultural producers, provided by the state in order to increase the competitiveness of agricultural products has been done.

Main factors constraining the competitiveness of grain on global market have been shown; devel- opment of transport and market infrastructure; the need for using different capacity of agricultural science.

The concepts and issues of competitiveness of livestock industry in Kazakhstan have been highlighted. The analysis of livestock population in the country has been done, the dynamics of meat production in all categories of farms has been estimated, meat consumption per capita per year has been shown, measures state support of livestock industry.

The state of meat market as the main export oriented livestock production in the republic in terms of the EAEC and the forthcoming accession to the WTO has been highlighted, the required volume indicators of its development in the near future have been calculated.

Tendencies of human resource development in Kazakhstan in the period 1991-2014 have been shown. Author states that strengthening of market economy in the country allows to outline them as a priority direction in socio-economic sphere and determines the needs in the required profes- sional knowledge and specialties.

The issues of regional economic development associated with the development of industrial and social infrastructure, which have impact on its investment attractiveness, production efficiency and quality of life have been highlighted. Development of social infrastructure should become a priority of public administration.

The issues of social infrastructure development, development of information technology, production of competitive agricultural products as important factors of post-industrial economy and specifics of its functioning have been shown.

Issues of increasing efficiency of labor resources, improvement of organization of production, taking into account zonal differences related to the implementation of state policy of employment, aimed primarily at the implementation of employment programs, development of social partnership, enhancing of mobility of economically active population and strengthening of labor market flexibility have been highlighted.
