Abstract

The material basis for the development of technological innovations, increasing the competitiveness of domestic food is technical potential. The purpose of the study is to study the current state of provision of agro-industrial complex of Kazakhstan with agricultural machinery, to identify the main problems and prospects of agricultural engineering. Based on the use of economic and statistical method, the analysis of the availability of the main types of agricultural machinery in the republic for 2013-2020 was done. Consideration of statistical data indicates that technical equipment of agricultural production is one of the determining factors for its effective development. Results – the experience of the CIS and foreign countries in the formation of technical base of agricultural producers is presented and the role of agricultural sector in sustainable development of the country's economy is justified. The dynamics of the output of the main types of agricultural machines is shown, taking into account the State Program on Development of the AIC of the RK for 2017-2021. The key problematic issues of material and technical support of agricultural industry are reflected: wear and tear of equipment, excess of standard service period, weak technical means, high cost of agricultural equipment. The data on domestic enterprises producing various agricultural machinery are presented. Conclusions based on the analysis, the authors note that due to insufficient volumes of domestic production of agricultural machinery, their main quantity and types are supplied from Russia, Belarus, Ukraine and foreign countries. Information about suppliers of agricultural machinery is presented, indicating the name and brand of machinery. As a result of the conducted research, the necessity of development of agricultural machinery for updating technical means of agro-industrial complex has been justified. For these purposes, a set of measures aimed to improve technical equipment of agro-industrial production of the Republic of Kazakhstan has been developed.

Abstract

The goal is to consider the issues of ensuring food security of the Republic of Kazakhstan and ways of solution. Food policy is the basis of national security and an important direction for the development of agricultural sector of the economy, the essence of which is to increase the level of economic growth, which makes it possible to maximally satisfy the urgent needs of the population and have sufficient public reserves, active payments and trade balances. Objectives – to show the need to increase the competitive advantages of food products on domestic market, as well as to create a domestic brand of goods. Results – The profound impact of COVID-2019 on food systems has been analyzed, which for a variety of reasons has threatened people's access to food worldwide. It was revealed that in the conditions of the Eurasian Economic Union, the development of interstate integration, implementation of a single food issue and measures to ensure food security, important aspect is maintaining the balance of interests of the common market for agricultural products and protecting the sovereignty of the EAEU member States. The article analyzes production of the main types of agricultural products in Kazakhstan (1990-2020), the level of self-sufficiency in the country in meat, milk, eggs, potatoes, vegetables and melons, etc. The dynamics of changes in livestock population, as well as the growth of production of meat in the republic and the world, food consumption per capita is presented. The authors provide data in terms of comparison of agricultural output in the EAEU countries. The volumes of export of Kazakhstani grain and flour are indicated. In the final part of the article, perspective directions of ensuring food stability in the Republic of Kazakhstan are considered. Conclusions – to ensure the country's food independence, it is necessary to pursue a policy of import substitution, use preferential micro-lending, and develop foreign trade activities from narrowly oriented exports to diversification of goods.

Abstract

The relevance of the topic of the article is determined by the importance of diversification of production aimed to increase the competitiveness of agro-industrial complex at the present stage of economic development. The goal is to analyze the features of transformation of organizational and production structure of agricultural enterprise, which consists in supplementing it with new types of products, technologies, suppliers, etc. Objectives to show the importance of diversification processes to ensure sustainability of agricultural producers to negative changes in the external and internal environment. Results – it is noted that the priority areas of diversification in agro-industrial production include the organization of new branches of crop and livestock production, the inclusion of productive species, varieties or hybrids of crops in crop rotations, the development of processing sectors, the system of material and technical supply and marketing of products, etc. commodity diversity, reorientation of sales markets in agro-industrial complex is especially important in view of high risks of doing business associated with the high dependence of its results on weather conditions of the year, soil and natural-climatic factors, etc. The conducted analysis shows that the important conditions for deepening structural restructuring include developed agricultural policy of the State, a system of effective measures for regulating and supporting the industry, attracting investment in the development of agricultural sector and financial markets. The performed studies allowed us to draw the following main conclusions – diversification of production is a promising direction for the development of economic activity of enterprises, ensuring the growth of their proceeds from product sales, profits and profitability.

Abstract

The goal is to address the issues of modernization and diversification in agricultural sector in order to increase the level of socio-economic development of the country. The article presents domestic and foreign experience of the States which implement these transformations in enterprises for the efficient use of production resources, reduction of labor costs, and increasing income. Objectives – to show that positive directions for expanding the scope of activities in production of products by increasing its range will optimize logistics costs, reduce dependence on supplies, which causes significant material and monetary costs, and gain independence from suppliers of necessary materials and raw materials. The results confirm that in agro-industrial complex, along with specialization, an objective necessity is diversified development, i.e. diversification and reconstruction. Agricultural enterprises in the North Kazakhstan region have experience related to this strategy. In the region, one can mention successful examples of organizing flour production on farms, which contributes to meeting the demand for flour-grinding products without intermediaries between producers and consumers, directly selling them to bakery enterprises, bakeries of the republic. The livestock complex of the NKR increases production of milk and its processing products butter, sour cream, cottage cheese, cheese, kefir and yogurt. The conclusions reflect that the processes of modernization and diversification in agro-industrial complex should be carried out simultaneously with deepening of the specialized focus of production, increase in interregional and industrial exchange, which is a powerful basis for the development of the national market and multi-structured economy.

Abstract

The goal is to study the issues and prospects of digitalization in agricultural sector, aimed at ensuring sustainable development of the republic's economy, increasing labor productivity, management efficiency, intensive production in agro-industrial complex. Objectives – to study the aspects of this issue related to the implementation of the State policy of creating information and digital platforms to increase the competitiveness and export potential of agricultural production in the regions. The results of the study showed that despite the increase in agricultural production in 2018-2020, the dynamic processes of development of the industry are not significantly associated with the introduction of digital solutions, since the critical mass of the use of electronic, network technologies has not yet been formed. Examples of digital services used in Kazakhstan are presented. Recommendations on informing agricultural producers about the inclusion of this set of issues during the national census of population, necessary for the formation of an appropriate database in agricultural sector have been presented. Some aspects of participation of stakeholders in the formation of digital platforms and the concept of creating an information and communication ecosystem of agro-industrial complex of the republic are considered. Proposals on participation of local executive bodies in the implementation of digital technologies for management of the industry have been developed. Measures for the development of digital competencies of agricultural specialists are proposed. Conclusions – informatization of agricultural sector contributes to a significant reduction in production costs, ensures the rational use of the potential of natural resources.

Abstract

The relevance of this topic of the article is associated with the need to automate and digitalize the branches of agro-industrial complex of the Republic of Kazakhstan, ensuring the country's food security and improving the well-being of the rural population. The main problems of the development of animal husbandry in the republic are considered. The structure of its production by farm categories has been analyzed. It has been determined that about 55% of the industry's products are provided by the households, which contain 55.3% of the cattle population. The purpose of the study is to justify the need to increase the volume of beef cattle breeding through the use of innovative technologies and digitalization of livestock farms, as well as the development and scientific confirmation of rational options and technical solutions for low-cost, environmentally friendly meat production technologies. The work uses the methods of economic and statistical analysis, which consists in summarizing statistical data, illustrative presentation of factual information, etc. Results – the authors state that meeting the existing high demand for Kazakhstani meat products in domestic and foreign markets currently requires a transfer and adaptation of highly efficient technologies based on automation and digitalization of production processes in livestock farming, taking into account the objective conditions in the regions of the country. The data on technology of organizing winter and cultivated pastures in cattle breeding, pasture rotation, seasonal rotations, preparation of scientifically grounded feeding rations, the choice of machines and equipment for the automation of technological processes are presented. An economic assessment of the effectiveness of creating model farms by levels of digitalization was carried out: basic, advanced, digital; indicators of labor productivity, payback period are calculated. The conclusions indicate the need to increase government support for the meat industry.

Abstract

The goal is to consider the priority areas of green economy concept: principles, factors, mechanisms and prerequisites for Kazakhstan's transition to the implementation of environmental policy. Objectives – to show the need to develop government programs for the long term and their stages to move towards ecosystems; substantiate that the dynamics of response and effective functioning of the labor market play a key role in facilitating transformation to a resource-saving economy, increasing the number of jobs in this industry. “Green” growth is also an opportunity to expand the labor market. At present, the totality of global environmental and economic threats and challenges has put the world economic science in front of the need to search for new ways of developing the world economy. Methods – in the research methods of scientific analysis, comparison and synthesis were used. Results – the authors carried out a search and proposed a formulation of the most accurate and capacious modern definition of eco-innovation, which unambiguously reflects their essence. Domestic and international scientific developments on the issue of sustainable development of a new model for reducing environmental deficit have been studied. Conclusions – the authors state that in order to comply with international standards, agricultural sector of the republic needs to be updated. Expansion of the organic agriculture sector could be an alternative to the existing management models. The article also focuses on the fact that the concept of "green" economy does not replace the strategy of stable forward movement, but focuses on "green" sectors as new engines of growth aimed at improving the quality of life of the population while minimizing the depletion of natural resources and preserving nature.

Abstract

The aim is to justify proposals for improving public-private partnership for the development of grain product sub-complex. The implementation of effective forms of production and economic activity requires an increase in the volume of products in various sectors of economy of Kazakhstan. Research methods contribute to the integration of commodity producers, combining the links of reproduction cycle in technological chain into a single complex from the availability of raw materials to production of finished goods. Results – it was noted that integrated entities, formed on the basis of the principles of public-private partnership, achieve a high level of efficiency and competitiveness. It is shown that in modern economic conditions, the functioning mechanism of PPP in sectors of agriculture, industry, providing production, transportation, storage and processing of grain in the republic, does not allow to fully systematically carry out largescale innovation processes. The in-depth systematization and analysis of the experience of using the mechanism of public-private partnership in grain complex, both by domestic and foreign producers who have achieved high results in this area, are required for the successful implementation of such projects, since grain industry has its own specific features. Conclusions – during the functioning of economic entities at the stage of grain processing, inter-industry relations in technological interaction are improved from product output to sale with distribution of value added. At the same time, an important direction of economic policy for activating the innovative vector of development, creating a competitive business is to ensure an equivalent intersectoral exchange, the formation of a pricing policy. The public-private partnership model greatly contributes to the achievement of the strategic goals of the regions, creating positive trends in the economic development of the territories.

Abstract

As the goal of the study, one of the relevant modern problems of rural areas of the Republic of Kazakhstan is noted ensuring sustainable economic development of agritourism, which should become one of the key drivers of the regional economy. Objectives – to study aspects of sustainable agricultural tourism based on the example of the North Kazakhstan region. Results – the scientific points of view of Kazakhstani and foreign authors, offering solutions to issues related to the efficiency and feasibility of agritourism ecosystem are presented; key indicators and methodological approaches to assess the promotion of agritourism are identified; a matrix of the main directions for further expansion of the tourism industry in North Kazakhstan was developed; econometric dependences reflecting the dynamics of the number of agrotourists in the region in 2016-2020 are shown. Based on the calculation of autocorrelation coefficient of the residuals and the average approximation error, a conclusion was made about the optimal use of the constructed dependencies in the economy in order to ensure the sustainable development of agricultural tourism sector in the region. The research methodology is associated with the analysis that characterizes the introduction and acquaintance with the peculiarities of rural life, the activities of peasant farms. In the opinion of the authors, the conclusions will largely help to achieve the stated goals and objectives. Researchers are convinced that particularly rural tourism business that should become one of the main imperatives for the development of a modern village in the republic, contributing to a sustainable increase in the quality and standard of living of the population living in rural areas, raising the balance of payments and total exports, and increasing employment of rural residents, ensures food security of the country.

Abstract

The goal is to show the specifics of conducting financial and economic activities in agricultural enterprises, which differs from other sectors of economy, which is more characterized by the assortment, volumes of products produced and sales in value terms, which is directly dependent on the quality, deterioration of production facilities, the availability of the necessary raw materials, materials, sales options. The following tasks were solved: problems of accounting in the entities of agricultural sphere were studied; identified difficulties in enhancing economic activity in farms of this sector; a system of measures is proposed to improve the efficiency of the use of land, production assets, material, financial and labor resources, reduce losses, increase the profitability of agricultural products and improve the financial and economic situation of farms, in the presence of extensive, promptly received information. The results of the analysis show that along with external factors (inflation, violation of parity of inter-industry exchange, effective demand, level of consumer income and other economic conditions of management), internal factors also have a great influence on financial and economic activities: optimization of the structure of assets, introduction of investment and innovation processes, technical and technological modernization of agricultural sector. Agricultural accounting helps to provide the necessary information on the progress of production processes, increase profitability and improve the quality of work. The main conclusions are that when organizing accounting in agricultural enterprises, it is necessary to provide the use of advanced information technologies, implementation of new opportunities for adaptation to the needs of various user groups, development of mechanisms for interaction with other programs. Effective agro-industrial production is possible only under the condition of a stable financial condition of economic entity.

Abstract

The goal is to develop recommendations on the optimal system for the formation of cost of production, since calculation methods currently existing at the enterprises of meat and dairy industry do not allow for a sufficiently accurate determination of the actual cost of individual types of products of a large assortment, which makes it difficult to assess its economic feasibility. In this regard, the tasks are set improving production cost management system and development in practice of new non-traditional mechanisms for obtaining information about the costs and results of production activities. Results – it is shown that one of the backbone sectors of economy is agriculture. Regardless of soil and climatic conditions, even developed industrial countries are investing heavily in the development of domestic agricultural sector. It is noted that the important aspect of the activity of agricultural entity is income generation and business activities. In this context, the application of new approaches to the methods of accounting, analysis and cost control will make it possible to manage production cost and solve the problems of effective functioning of meat and dairy production enterprises. The article discusses methods of calculation in meat and fat industry, issues of anchor cooperation with the involvement of investors. Conclusions – in production of meat and dairy products, a reasonable calculation of products costs plays a special role, which is important when checking the costs associated directly with its sale and provides an opportunity to expand access for all segments of the population.

Abstract

The purposeful impact of feeding and keeping dairy cattle on the formation of productive and other qualities is based on the laws of animal development. In the dairy period, calves, regardless of breed characteristics, must be fed on the basis of an optimal diet, which ensures high gains in live weight. The goal is to justify the effectiveness of a balanced feeding system using targeted feed additives of a new generation, contributing to the genetic manifestation of productivity of young animals during the rearing period. Methods – 2 experimental groups were formed according to the principle of pairs of analogs, taking into account gender, age, body condition, body weight and origin. The research was carried out on heifers of the Holstein breed in three farms in Almaty region. Results – the calves after the optimization of nutritional components at 12 months of age had a higher live weight compared to the heifers who received farm rations. So, in LLP “Agrofirma “Dinara-Ranch” it was higher by 3.14%, PF “ Aydarbayev”by 4.06, JSC “APC “Adal” by 4.52%. The average daily gain in live weight increased by 9.11%, 7.62 and 7.59%, respectively. Conclusions – during the experiments, it was found that optimization of feed rations for young animals in JSC "APC "Adal " increased profitability by 46.3%, total economic effect was 7,618 tenge, farm "Aydarbayev": 46.3% and 9,312 tenge, LLP “Agrofirm “Dinara-Ranch”: 31.1% and 4,588 tenge. The solution of these issues is important both for large industrial complexes and farms. A special role is given to the search for ways of the most rational use of feed, the use of biologically active substances, and creation of comfortable conditions for keeping animals.

Abstract

The directions of sustainable development of agri-food complex, maintaining a high level of its competitiveness based on modernization of production are presented. The goal is to determine the patterns of changes in economic indicators as a result of introduction of new technologies in sheep breeding. Tasks requiring an early solution: analysis of factors contributing to the growth of fixed assets in livestock farms in Kazakhstan; research on the application of the automation system in livestock industry. The methodological basis of the article is a set of general scientific principles and methods: a systematic approach, synthesis, generalization of information. Results – the mechanisms of using modern equipment in sheep-breeding model farms are shown, the economic efficiency of methods for optimizing animal husbandry is substantiated. The ways of reducing the cost as a result of increasing the level of the material and technical base are considered, which requires, in contrast to other livestock sub-complexes, less investment. The importance of such indicators as resource saving, growth of labor productivity, profitability of production, cost reduction, capital intensity, capital productivity, capital-labor ratio is argued. Conclusions – one of the most important scientific and technical problems is the development of a technical policy, as well as a system of machines and technologies for mechanization and automatic control in livestock sector for the formation of market for technical means, equipping livestock producers with them, which will ensure the competitiveness of domestic food in the world market and meet the demand for food products in domestic market.

Abstract

The article discusses the features of innovation in agricultural sector, the direction of development of entrepreneurial activity in poultry industry based on integration processes. The aim of the study is to assess the efficiency of production in agro-industrial complex, in particular in poultry industry. Methods used in the work: comparison, synthesis, factor analysis of the main criteria, the level of specialization of an innovative enterprise through multiple regression. In the course of the study, the authors obtained the following results – promising areas of activity of poultry farms in the transition to an innovative development model were identified; assessed the possibilities of integration in the enterprises of the republic for production of poultry products in the form of expanding the production structure or merging with other companies; the predicted values of the poultry farming trend were calculated, the influence of factors on the basis of longterm economic data on the activities of poultry farms and poultry production program until 2025 have been identified in the course of studying. The achievements of LLP "Ordabasy kus" of Turkestan region, which carried out the modernization of production are presented. The authors developed recommendations and presented conclusions on modernization of domestic production while simultaneously reducing labor costs and funds per unit of production of poultry industry in order to increase its efficiency based on integration and innovative technologies, which, in turn, will increase productivity of poultry.

Abstract

The aim of the study is to study the state of agricultural entrepreneurship in Akmola region of Kazakhstan in the context of the coronavirus pandemic. Objectives – to identify its consequences for agriculture in the region. Results – the ways of combating them, measures of public support of enterprises for sustainable development of the republic's economy are shown. The Covid-19 pandemic has affected agricultural sector, forcing States to close borders. There are also food shortages in other countries such as Europe and North America, as well as a shortage of specialists caused by the emergence of new barriers to cheap labor on farms. Based on the use of economic and statistical method, the data of indicators "The share of gross value added of small and medium-sized businesses in the GRP of the regions of Kazakhstan" for Akmola region for 2019-2020, the structure of operating small and medium-sized agribusiness entities, exports and imports in trade with all States are presented. Based on the analysis, a steady growth was noted in the field of agro-industrial production of Akmola region. The pandemic has affected different sectors of economy in different ways. With regard to food essential goods, such strict restrictions have not been introduced. According to statistics, for the six months of 2021, agricultural production increased by 2.4% compared to the same period last year. Conclusions – as a result of the research, it was determined that in Akmola region the growth of agricultural enterprises was about 13%. This is the highest figure in the last 10 years. During the crisis, agroindustrial complex has become the main factor holding back inflation.

Abstract

Purpose – complex multifunctional and dynamic system, which includes a wide range of national economic functions, which is represented by grain farming, and requires priority attention to its development from the state has been analyzed. It is noted that the stability of grain trade, functioning of national and general grain markets depend on the quantity, quality, species range and price level of grain produced, demand, government influence on its production and sale, situation on the world grain market and other factors of an internal and external nature. The research methods are reflected in the improvement of territorial division of labor in the process of grain production and development of grain trade between countries, taking into account the scientific approach to the development and implementation of projects and programs of an interstate association, which should be comprehensive and take into account the positive aspects and barriers in expanding the single grain market. Results – it was revealed that innovative activity, promising innovations for the systems of breeding and seed production of grain crops, development of mechanization, land reclamation, chemical processing, expansion and strengthening of transport routes, information support, management in the fields of grain production and market relations allow the formation of specialized grain zones. Conclusions – in Kazakhstan, it is necessary to create a domestic accounting system in accordance with interstate agreements, according to which, in 2022, a mechanism for the identification and traceability of grain should function in the EAEU. It will require its development, similar to dairy products, which will significantly increase the cost of using these technologies.

Abstract

Food export is one of the most sensitive indicators of the State economic well-being, which testifies to the provision of high quality products consumed by the population and independence from imports. At the same time, the country's weight and international prestige are being strengthened. The Siberian Federal District (SFD) is the largest grain producer, which is in demand in Russia and abroad. The purpose of the study is to analyze the current state of supplies of grain and its processed products from the Siberian Federal District, to identify problems and development prospects. The methodological basis of the work includes the works of scientists in the field of theory of international trade in cereals, as well as legislative and regulatory acts regulating this area. During the research, the following methods and techniques were used: abstractlogical, economic-statistical, statistical groupings, monographic. Results – an analysis of the current state of grain and grain products export from the Siberian Federal District by types (wheat, rye, barley, oats, flour, cereals, pasta) is presented. The reasons that impede the development of this industry are shown, the main vector of which is grain exports from the Siberian Federal District. The strengths and weaknesses, opportunities and threats that affect the development of grain market of the Siberian Federal District and export of products are identified. The most attractive markets for grain and grain products have been identified. Practical measures have been developed to expand them; the prospects for the development of exports from the Siberian Federal District until 2025 are reflected. Conclusions about its export potential are formulated. Recommendations are offered on priority areas contributing to the growth of export-oriented grain volumes. The proposals prepared on the basis of the research results serve as a basis for further increase in grain exports and a sustainable economic recovery in the Siberian Federal District.

The goal is to determine the importance and position of products of "Almatynan" LLP and develop recommendations for increasing customer loyalty. For this purpose, the bakery market “Almatynan LLP” is considered as objectives. Customer satisfaction depends not only on specific or individual elements of the enterprise, but is a complex concept in the study of consumer behavior on market, as well as loyalty programs and is considered as one of the options for marketing communications. A feature of consumer goods market is its division into many segments, which have certain target groups of consumers with their characteristic needs, wishes, requirements, recommendations. Methods – method of analysis, synthesis, grouping and comparison was used. Results – the bakery market in Almaty was analyzed; the factors are shown and macro environment of Almatynan LLP are reflected, an operational picture of consumer loyalty, recommendations for improving service standards aimed at stimulating sales are presented, increasing the customer base, expanding the range. Conclusions – any company is unique in its activities, as a result, the process of attracting consumers is exclusive, since it depends on target audience, characteristics and promotion of products or services, proposals, taking into account the wishes of customers, the company's development potential. It is necessary to constantly monitor market conditions to identify ever-changing consumer preferences.

Abstract

The goal is to show the main directions of increasing the volume of livestock production in Kazakhstan aimed to ensure the country's food security. The article sets the following objectives to analyze the current state of the livestock industry; determine the factors hindering its development; to develop proposals for the introduction of scientific achievements into production. Resultsan analysis of the current state of agriculture is presented, in particular, the livestock sector (the share of the industry in the structure of gross output of agricultural sector, the presence of livestock, volume of livestock production, etc.). The article presents data characterizing the current state of animal husbandry and the reasons that impede economic growth: irrational distribution of livestock in the context of farm categories, low level of its productivity, lack of a feed market, ineffective use of the potential of natural pastures and hayfields, violation of technologies in the procurement of feed, low proportion of breeding stock animals in the total livestock, etc. The conducted studies allowed us to draw the appropriate conclusions – in order to increase the competitiveness of the livestock industry, it is necessary to develop a strategy for its development in the republic, which would allow small households to realize their comparative advantages on market so that the products obtained meet the requirements of food safety and quality from the growing number of urban buyers and consumers using imported goods. Agricultural science of Kazakhstan has sufficient potential for the implementation of an active innovation policy – an issue of particular importance for the country's economy.

Abstract

The goal is to consider the problems of institutional and organizational-economic mechanisms for the effective use of lands near the village on the basis of assessment of the existing load of livestock in personal subsidiary plots and the system of its maintenance in various natural and agriultural zones. Objectives – to analyze pasture use in rural settlements and to present the standards for maximum permissible load of grazing of farm animals on the area of pastures in different climatic zones. Results – regions with a shortage of near-aul lands for livestock, high concentration of the rural population, a discrepancy between the livestock number and the level of pasture provi-sion were identified. Areas with a low load of animals on pastures are identified. The ratio of the standards of demand and supply in forage for natural and agricultural zones and animal species is shown. The formula for determining the optimal number of livestock that can be grazed around a settlement, taking into account the feed stock and pasture capacity, is presented. Schemes of pasture rotation are presented and recommendations for their use are developed to preserve the productivity of natural forage areas of zonal types of near-aul pasture lands and to radically improve on the basis of natural economic zoning of the republic. The analysis of the degree of watering of near-village pastures by region is given. Costs per head unit for transition and long-term periods have been calculated. Conclusions – costs for the near future are based on the existing cost structure by item with some amendments. Purchased feed for all types of animals prevails in the cost structure. The degree of maintenance of rangelands in non-State agricultural enterprises within the boundaries of land use, where there is a reserve potential of unused forage lands, has been determined.

Abstract

Currently, the system of cooperative and integration ties between agricultural producers creates conditions for the appropriate agro-industrial production, expanding the sphere of competition, contributes to the sustainable and balanced development of industries and ensuring food security. The purpose of this study is to study the current state of agricultural cooperation, to identify its problems and prospects. Objectives – to achieve this goal, scientific views have been generalized, topical issues of functioning of small businesses have been identified, recommendations to improve their efficiency have been developed. Results – based on data showing a slight decrease in the share of agriculture in GDP compared to the 1990s, an increase in the number of privately owned enterprises over the past 20 years, a reduction of public enterprises, the need to enlarge agricultural entities and unite small farms into agricultural cooperatives for joint cooperation in production, processing and marketing activities is shown. The analysis also indicates that access to financial resources for production and processing of agricultural products is limited from the WTO permissible level. The prevailing forms of cooperation in agricultural sector and factors hindering its development are considered. The positive and negative directions of cooperation of small business entities at present stage have been identified. The foreign experience of creating agricultural cooperatives is presented on the example of France, Germany, and the USA. Conclusions: on the basis of the study, it was proposed to make changes in the activities of agr icultural cooperatives: to improve the system of their financial and loan support, to improve information and consulting services and scientific support, to strengthen the system of training personnel for agricultural cooperation.
