Abstract
The current state of production and market of organic products in Kazakhstan and current measures for its regulation have been evaluated. The results of studies carried out by KazRIEAICRD "Formation of Organizational and Economic System of Production of Organic Products and Justification of the Normative Base for its Development" have been presented. Based on the world and domestic experience, a set of principles and methods for conducting organic farming have been generalized. The issues of motivation of agricultural producers to use the practice of transition to organic methods of economic management have been analyzed and studied, and reasons restraining production have been revealed. The subsidizing mechanism has been justified and recommendations on stimulating the producers of organic products, formation of the system of standardization, certification, control in the sphere of organic production are developed. Proposals of the authors are based on the expediency of using organic agribusiness in foreign countries which is existing during decades and its adaptation to Kazakhstan's conditions.

Abstract
The current state of direct foreign investments attracted to Kazakhstan has been considered. The directions of investment development of the main investors to the economy of the country, the State policy of attracting investments have been analyzed. Economic decisions reflecting the rational use of capital resources, their orientation towards the key areas and ways to ensure equilibrium in social production have been presented. The possibilities of addressing the issues of economic restructuring with the help of measures to improve the investment climate for the development of certain industries have been identified. The need to use technologies of the efficient use of resources and waste processing, the need to increase the share of finished products in the industry, the economic activity of residents, and the attracted direct investments to Kazakhstan from foreign investors have been explored. The complex of measures on organization and management of investment activities aimed at ensuring optimal volumes and structure of investment assets, increasing their profitability at an acceptable risk level has been scientifically justified. At the same time, it is assumed to develop targeted investment activity system, to select the most effective ways to achieve them. The main elements of the investment policy have been determined.

Abstract
The analysis of the current state of innovation and investment sphere in Russia and the Volga region, which allows to determine the growth of most of main indicators in 2011-2015 has been carried out. The factors restraining innovative and investment processes development in AIC of the Volga area and a number of key objectives on improvement of its efficiency have been identified, including: financing of tests (certification and marketing), provision of loan guarantees, copyright protection, etc. The innovation and investment development mechanism in agro-industrial complex of the region has been developed and justified, which suggests the settlement of legal aspects and establishing the Innovation Support Fund, as well as ensuring the increased innovative activity of organizations. Optimized schemes of innovation and investment processes in breeding work have been formed, which combine the mechanisms of budget funding of basic research and grant support for applied research in the development of farm mechanisms (based on ensuring the activities of small innovative enterprises through bank loans, and providing guarantees and grants).

Abstract
The impact of the EAEC agreements on sensitive sectors of agricultural sector of Kazakhstan, which contributes to the formation of new mechanisms of introduction of international quality standards and increased control over the safety and quality of imported products has been considered. The conditions for sustainable production and growth of competitiveness of agroindustrial complex of Kazakhstan have been revealed. It is shown that the use of the EAEC norms makes it possible to reduce the problems associated with the low load capacities of processing enterprises, technological backwardness, weak competitiveness of domestic food products, and insufficient use of innovative developments in agricultural production. It is about the effectiveness of government measures in the frame of the EAEC on introduction of amendments and additions to the current legislation in terms of creating favorable conditions for the optimal operation of small and medium-sized businesses, and active attraction of foreign and domestic investment into AIC processing sector. It is necessary to take into account the advantages of these documents in the long term perspective, as the production relations are expanding and changing towards the implementation of interstate standards in the sphere of technical, veterinary and sanitary quarantine regulations, and increased public support measures on "green" basket.

Abstract
The relevant issues of ensuring the country's food security in the context of implementing agricultural policy have been considered. The authors pay attention to the development of priority sectors of agroindustrial complex of Kazakhstan, justification of the methods and directions of increasing the competitiveness of agricultural production and food. The main measures aimed at ensuring food independence have been analyzed. The constraining factors of the processing sector development, which plays an important role in the development of production of domestic food products, have been presented. The analysis of the legislative and regulatory framework of the Republic of Kazakhstan in the field of State regulation of food security has been conducted. The theoretical and statistical data have been analyzed to identify main measures that contribute to the elimination of internal and external threats to food independence assurance.

Abstract
The issues of ensuring food security have been considered. State regulation methods, foreign trade restrictions have been analyzed. Self-sufficiency of the country with agricultural raw materials and food products has been evaluated. The ratio of actual consumption and recommended medical standards, the state of food market are shown. The authors state that it is necessary to ensure the development of own food production and create conditions for a balanced exports and imports structure, as well as reserve stock to stabilize food security. Analysis of indicators of the state of food market and provision of food products to the population, selection of the most optimal ones for taking effective management decisions is the important task in developing a strategy of ensuring the country's food security, one of the main goals of the State economic policy which is forming the national food system vector.

Abstract
Some issues of application of OECD standards (Organization of Economic Cooperation and Development, France, Paris) have been presented in the frame of scientific and technological development of the agro-industrial complex of the Republic of Kazakhstan. Particular emphasis is placed on recommendations of the President of the country N. Nazarbayev on the need to introduce and further application of the OECD standards in Kazakhstan. Particular attention is paid to the important macroeconomic scientific and technological task - the achievement by 2050 of the level of domestic expenditure on R&D in relation to GDP not less than 3%. Different views of modern national researchers regarding the innovative development of AIC in our country have been presented. The statistical information reflecting the current state of scientific and technological sphere has been analyzed, and particular attention is paid to indicators characterizing the innovative development of agricultural sector of the republic, including GDP, internal R&D costs, the ratio of the level of internal costs for their implementation to GDP. The author's recommendations which implementation will increase the innovative potential of AIC of the Republic of Kazakhstan and bring the level of domestic expenditure on R & D in agriculture in relation to GDP to at least 1.0% by 2050.

Abstract
The results of the research on the development of small and medium-sized businesses in Akmola region have been presented by analyzing the main statistical indicators characterizing the development of this sector of economy in comparison with the average values in the country and the regions. The level of development of small and medium-sized businesses by types of economic activity in the country has been evaluated. The monitoring of performance indicators of existing SMB in Akmola region has been conducted. The current state and specifics of the activity of peasant (private) farms in this area have been analyzed. The analysis of agricultural production structure has been conducted, which has undergone changes in recent years in the branches of production and products produced by farmers, who began changing their specialization, giving priority to livestock production. Tools for supporting agribusiness have been considered. It is shown that the effective functioning of small and medium-sized business sector is a consequence of the State policy implemented in the region aimed to support agri business.

Abstract
The scientific characteristics of logistics, logistic system, concept of agronomy and the importance of its development in agro-industrial sector of Kazakhstan have been outlined. The gross domestic product of agricultural sector and the overall export share have been evaluated. The relevant issues of industry development have been revealed, the quantitative and qualitative justification was carried out. The food products production and consumption volumes in Kazakhstan, the share of imported products in consumption and export volumes were analyzed. The importance of agricultural sector on labor market is indicated. A comparative analysis of employment of economically active population in agriculture in the country is presented. The need to establish agrologistic centers as an integrated mechanism for solving current problems of agribusiness has been shown. The proposed centers will be crucial for further sustainable development of agriculture and food products safety assurance in Kazakhstan. The authors state that their establishment is one of the most important tasks at the State level, which has social significance. Based on quantitative and qualitative analysis of food supply, the problems of logistics in the field of agriculture have been determined and systemic proposals on their solution have been presented.

Abstract
Specific features of logistical processes, taking place in agricultural sector have been considered. According to the authors, agriculture represents a complex logistical system. The main directions that extend the concept "logistics services" have been identified. The importance of cooperation in the field of development of logistics of agro-industrial complex has been noted. Problems in logistical support of the infrastructure (warehouses, granaries, elevators, transport) have been revealed. The state of its components in production, storage, processing and marketing of grain by the enterprises of AIC of Northern Kazakhstan has been analyzed. Logistical costs and costs of service provision have been presented. The main directions of development and location of grain storage tanks in agricultural and grain-receiving enterprises have been determined, their optimal inter-industry proportions have been justified. Based on the analysis of agricultural, processing and trade enterprises, as well as regulatory materials, the authors have recommended a rational ratio in distribution of profit between participants in the technological chain on grain market. The necessity of forming a network of information and consulting services which enhance the formation of internal and external logistics chains based on the principles and methods of agricultural cooperation has been proved.

Abstract
The main activities of JSC "Kazagromarketing" on information and consulting support of agricultural producers at the national and regional levels have been considered. The comparative results of the dynamics of service provision "Personal Service" and "Direct Contact" for 2012 and 2016 are presented in the regional aspect. The analysis of the entire range of offered information and consulting services of Kazagromarketing JSC has shown that main information that raises the interest of agricultural producers as very important, relevant and timely is provided free of charge. It was revealed that information and consulting support of agricultural production is not effective enough, which, in turn, reduces its rational activity. The need to study the needs of agricultural producers in information and consulting services for obtaining more accurate data has been proved. Needs analysis represents one of the first stages in planning the activities of information and advisory services, which are focused, first of all, on meeting the needs of the target group. The need to implement an effective public policy to stimulate the development of agro-industrial complex on the basis of its information and consulting support as one of the important factors in the development of agro-industrial production has been presented.

Abstract
The factors influencing on the formation of the Eurasian Economic Commonwealth, which should become a new powerful center of the world economic development, have been considered. The authors note that the main objectives of the Commonwealth are to create conditions for the stable development of member States in order to improve the living standards of their people, to create a common market for goods, services, capital and labor, comprehensive modernization, cooperation and competitiveness of national economies. The high level of integration in the frame of the EAEC format guarantees free movement of goods, services, capital and labor, the implementation of a coordinated policy in agro-industrial complex. With the purpose of avoiding violation of the terms of competition and interference with this process at the national and Commonwealth levels, the participating countries determine the directions and forms of unification of the tax legislation that affect mutual trade, including harmonization of excise rates for the most sensitive excisable goods and further improvement of the VAT collection system in mutual trade, including the use of information technology. The process of integration of the States urges for harmonization of national legislation, in particular tax legislation, harmonization of which is an integral condition for the effective inter-State economic cooperation.

Abstract
Diagnostic analysis of small business management system has been presented. Problems, shortcomings ("bottle necks"), reasons of their occurrence, and ways to eliminate violations and deviations aimed at its effective functioning have been highlighted. The method of analyzing the macro environment profile was used to reveal the relative importance of its specific factors for a small enterprise. The degree of competition in the industry, where a small enterprise operates, its competitive position, the response to current and expected success factors in the industry environment have been explored. SNW - analysis of factors of the internal environment of a small enterprise in functional areas (personnel, marketing, production, finance and management, including organizational culture assessment) is presented. Particular attention is paid to the study of the parameters of socio-demographic and production components of labor potential of a small enterprise on the basis of a questionnaire. The weaknesses of its activities are shown (personnel policy and financial management, as well as general management). The information on "critical points" of management system was generalized, a tendency to reduce its quantitative and qualitative characteristics was revealed. The problems in management of small enterprise (economic, personnel, organizational) have been structured and ways to address them have been proposed.

The need to develop a strategy for agricultural enterprise development in current conditions is shown. The concept "enterprise development" has been systemized. Distinctive characteristics of the enterprise development process have been presented. Conceptual approaches to the definition of the essence of the concept "strategy" have been revealed. Abstract
The issues of optimization of agribusiness activities and competitiveness of the republic's branch in the world food market have been considered. The current state of the agricultural sector of Kazakhstan has been analyzed. The potential of agricultural sector of the republic for reaching the world level has been presented. The authors note that unification of small land users into medium and large-scale entities is possible only on the basis of the effective economic stimulation measures; one of the constraints in the development of cooperative movement in agricultural production of the republic is the lack of the effective legislative basis; by present period, the status of personal (individual) households of the population has not been determined on a legislative basis; it is important to take effective measures to attract private investment for the successful implementation of priority investment projects designated by the State; it is necessary to expand production volumes of all types of agricultural products on the basis of intensification of a large area of agricultural land, labor resources of the village, technical and technological re-equipment of the industry aimed at the presence of the republic on the world food market.

Abstract
Mixed fodder industry plays an important role in raising livestock and poultry production, which produces mixed feed for all types and age groups of animals, poultry and fish. Due to the use of mixed fodder which is balanced with all nutrients, the productivity of animals is increasing. The paper shows the feed industry development in various countries, as a new industry. In Kazakhstan, a program of partial subsidizing of costs of purchasing mixed fodders is implemented aimed to support the enterprises of this branch, budgetary funds allocated to livestock and poultry enterprises aimed to reduce feed costs are increased. The results of implementation of large innovative and investment projects in the republic have been presented: establishment of production cluster and construction of a feed mill in Kokshetau by the renowned German concern AGRAVIS Raiffeisen AG. The functioning of a modern and high-tech production cluster made it possible to adopt integrated European quality standards for production of mixed fodder. In the frame of the State programs, the construction of domestic high-tech plants for production of mixed feeds is being implemented: agroindustrial complex, feed mill in the free economic zone "Khorgos - the eastern gate" and the implementation of other projects aimed at raising of Kazakhstan livestock production.

Abstract
The authors note that an important reserve for increased production, improvement of the quality of mutton, especially lamb, is the use of industrial breeding in sheep breeding and the successful combination of parental breeds used in industrial breeding and contributing to the development of cross-breeding, caused by the effect of heterosis. In this regard, it is necessary to identify the best variants of crossing low-yielding, fine-wool, coarse-wool and other breeds of ewes with rams of meat, meat and fat and other breeds and on the basis of comparative study of the growth characteristics, formation of meat features in the process of growing, feeding and fattening purebred and cross lambs, to develop the technology of their preparation for meat. Development and introduction of scientifically based intensive technology of preparation of lambs for meat, received from simple industrial crossing of low productive coarse-wool sheep with meat and meat-fat sheep breeds contribute to increasing the productivity of the sheep being sold, improving the product quality, providing the population with meat and high-quality meat products. The practical significance is that these technologies of growing and feeding crossed lambs, which have been bred by industrial crossing of compatible breeds by meat features and precocity, contribute to the increased production of high-quality ecological lamb and mutton.

Abstract
The current situation and dynamics of dairy industry development in the Republic of Kazakhstan have been presented. Production indicators in regions and cities of the country have been explored. The regional milk production characteristics, main types of products have been outlined. The positive and negative fluctuations in production volumes are reflected in percentage. The regions which are the leaders in production of dairy products, as well as the regions that have the largest deviations in the volume of production in recent years have been identified. The characteristic features of the leading regions have been revealed. The maximum, average and minimum prices for certain types of dairy products in the country have been shown, as well as differences between cities in terms of price level, factors that affect the situation with prices have been indicated. The information on the role of various categories of producers in the development of dairy industry is presented. Abstract
The ways of increasing the competitiveness and quality of dairy products have been considered. Strict requirements of current world market and competitive conditions of domestic products of manufacturing enterprises confirm the relevance of the research topic. Authors state that in terms of international competition, for entering the international market of high-quality products, these enterprises must be provided with qualified personnel and meet the requirements of the international quality standard. The main goal of this work is to study the quality and safety of dairy products, and determine its competitiveness. The article presents statistical data on dairy products (volume, dynamics in foreign trade turnover, importing and exporters countries, trade structure of the country- producer at the request of the buyer). Measures on improvement of the dairy products quality and increase of its competitiveness have been presented. The main focus is on constant updating and qualitative improvement of processing, introduction of new production processes, the need to improve marketing system and pricing policy.

Abstract
One of the strategically important sectors of agricultural sector of the Republic of Kazakhstan is livestock production sector, represented by various economic entities engaged in growing, fattening of cattle and production of livestock products. At present, the issue of expanding and strengthening interregional economic ties through formation of clusters is very relevant. The study carried out by the authors is aimed at developing a model of regional cluster and recommendations on its formation as a factor of increasing competitiveness of livestock products. In the work, the in-depth factor analysis of meat cluster in Akmola region was carried out based on qualitative analysis of cluster potential of meat industry and quantitative analysis of competitive sustainability of regional industries. The correlation field of the dependence of these factors has been presented. The methodology of A.V. Ermishina was used to explore livestock production sector in Akmola region aimed at the possibility of cluster formation. As the main indicators of analyzing the regional competitive stability, the regional production localization coefficients, per capita production, and regional specialization were used. The authors presented the results of the SWOT-analysis of the potential opportunities of the livestock production sector in Kazakhstan. Weak links and factors have been identified which have a beneficial effect on further cluster development.

Abstract
The importance of soy beans in human life as a source of natural vegetable protein, which has practically no analogues has been considered. The volume of its use in the world and the Republic of Kazakhstan is shown. The main indicators of production of this crop which is included in the top ten producing countries, are presented. The emphasis was placed on concentration of soybean cultivation in Almaty region (95%) and increasing demand for Kazakhstan soy beans in China, as it is one of the largest consumers of soybeans in the world. The materials of the article include statistical data on sowing areas and gross harvest of soybeans in 2011-2015. A comparative economic analysis of soybean production in five years was carried out. The authors point out the need to increase soy beans products market. It was revealed that in order to increase the competitiveness of soy beans products it is necessary to increase production volumes, reduce costs, increase yields. Recommendations on solving social and economic problems through production of soy beans products were proposed.

Land relations are important in the State development. The purpose of the article is the evaluation of land reform progress. The history of land relations development in the Republic of Kazakhstan, beginning from 1990, has been analyzed. Five main stages in the development of land ownership relations have been outlined, during which the works on transformation of agricultural enterprises, land privatization and change of land use have been conducted. Legal documents designed to regulate issues of land ownership, territorial organization, which create conditions for the land market development have been presented. Specific features of land reform in the risky farming zone have been identified. The content of the concept "land relations" has been revealed. The characteristic of the process of formation of private ownership of land is presented, the positive and negative aspects of land reform have been presented. Abstract
The stages of formation and development of land market in the republic since the moment of gaining sovereignty have been studied and characterized. The objectives in the field of rational use of agricultural land set in the National Plan - 100 specific steps have been considered. The main provisions of the Law of the Republic of Kazakhstan "On Amendments and Additions to the Land Code" dated 2.11.2015, which caused a lot of discontent expressed by the population with regard to the proposed amendments, have been considered. The main provisions of the new draft law approved in the first reading at the plenary session of the Majilis of the Parliament of the Republic of Kazakhstan on 29.11.17, which provides a ban on granting agricultural land which is located in the border zone, to foreigners, persons without citizenship, to citizens of Kazakhstan who are married to foreigners or persons without citizenship, foreign legal entities and legal entities with foreign ownership. The present state of development of agricultural land market is described in the current moratorium on some amendments to the Land Code of the Republic of Kazakhstan (until 31.12.2021). The availability of agricultural land for foreign land users has been analyzed prior to the introduction of a moratorium in terms of regions and enterprises with participation of foreigners. Recommendations on consideration of the issue of providing agricultural land for rent to foreigners, as an additional tool to attract investment in agriculture and agro-industrial complex.

Abstract
Topical issues of the effective use of agricultural land have been considered, the analysis of the state of the land fund of the republic, development of private agricultural land ownership has been presented. The issues of land resource management and land planning, as well as government control over the rational land use have been presented. The tasks of ensuring rational land use and land resources protection have been set, which include the following: improvement of land quality; involvement of the arable land areas with good and medium soil quality into agricultural circulation; implementation of the landscape-ecological approach in land management project development; transition to a socially effective land market and economic incentives for rational land use and land conservation; improvement of land management services; implementation of integrated inter-farm and on-farm land management; increasing the level of information support on the state of land resources. Abstract
The issues of establishing and functioning of agricultural cooperatives in the border areas of the Republic of Kazakhstan and Russian Federation in terms of the Eurasian Economic Commonwealth have been considered. It is noted that one of the ways of entering 30 competitive countries of the world is the industrial and innovative development of the country's agro-industrial complex. The state of development of agriculture in the Eurasian Economic Commonwealth, including the Republic of Kazakhstan, has been analyzed. Based on the analysis of current situation in the country's agricultural sector, the opportunities and advantages of cooperative principles in the country's socio-economic development have been justified. The main advantages of combining agricultural commodity producers in cooperatives have been outlined. The authors note that only large agrarians in the form of cooperatives will be able to occupy their market competitive niche. In Kazakhstan public support for the cooperative process is increasing aimed at the development of agricultural production cooperatives, the attractiveness of this form for agricultural commodity producers is increasing, for example, the list of activities in application of a special tax regime is extended, and effective subsidy mechanisms are used. The authors state that for the development of agro-industrial complex, the coordinated agricultural policy of the EAEC States is necessary, the formation of a common food market, cost reduction, establishing market institutions in agro-industrial complex.

The distinction between the categories "labor potential" and "human potential", factors determining the conditions for the formation of human resources have been presented. The main trends in the formation of the workforce, differences in the staff potential in terms of gender and age characteristics, and the level of education have been revealed. Abstract
The main tendencies of human capital development in agriculture of Kazakhstan have been considered. It is shown that one of the main components of the resource potential of agriculture is human capital in rural areas. A significant proportion of rural population is in Almaty and Zhambyl regions. The tendency of its decrease has been revealed, which has a direct effect on the decrease in the number of employed in agricultural sector of the republic as a result of the decrease in the proportion of the population of rural areas of working age; unattractive labor, low level of payment and seasonality of work; large proportion of self-employed workers; not using the potential of unemployed; adverse (in comparison with the city) social living conditions. The authors state that current economic conditions require more effective use of labor potential, and the problem of employment in agriculture, where the scope of employment of population is narrow, is of particular importance.

Abstract
The need to develop horizontal type cooperation as the basis of integration ties between enterprises of related sectors of AIC of Kazakhstan has been justified. The establishing of medium and large commodity productions and cooperative entities plays an important role. In establishing cooperatives based on the unification of small peasant farms of population, it is important to determine the optimal production structure which ensures the effective use of the resource potential and achievement of maximum profitability level. The article shows the ways of addressing this problem based on the use of economic-mathematical model. An important issue is the unification of small commodity producers and large processing enterprises into cooperatives. Correspondingly, the issues of regulation of interaction ensuring equal and mutually beneficial partnership, compliance with obligations in supply of raw materials and implementation of payments have been considered. Other issues related to the organizational and economic prerequisites for the development of cooperation in agricultural sector of the republic have also been revealed. Abstract
The issues of financial support of agro-industrial complex of the Republic of Kazakhstan as a factor of improving the country's food security have been considered. The stages of management and ways to reduce agricultural risks, organizational and economic preconditions for the development of inter-farm links, the movement of financial resources of enterprises of AIC and the reasons that slow down this process: high credit load and lack of necessary loan collateral have been determined. Attention has been paid to the functioning of domestic enterprises of AIC in the context of the WTO, organization of lending to the AIC entities by the JSC "NUH "KazAgro". The role of the State in management of agri sector, organization of financial and technical regulation of the industry which enhances the growth of production of qualitative products, increasing their competitiveness, ensuring the country's food security have been presented; public support in the frame of programs being implemented. Perspective directions of development of AIC on the basis of constant monitoring of potential opportunities of domestic manufacturers have been presented.
