Tendencies of development of agri-industrial complex of Kazakhstan, geography of imports of agricultural raw materials and food to Kazakhstan have been considered. Foreign trade turnover has been evaluated. The need for appropriate investments has been justified, which serve as economic basis for improvement of competitiveness and efficiency of the country's agro- industrial production, aimed at successful solution of problems of food security of the country, strengthening of logistics of agriculture, construction of livestock farms, processing of enterprises and other infrastructure. The dynamics of changes in quantity and sizes of agri- businesses in Kazakhstan for the period 1995-2015 has been presented. The author notes that one of the priorities in agricultural policy of Kazakhstan is agricultural cooperation, and recommends measures on effective land use and development of land relations in the country.

The dynamics of development of main branches of agriculture: crop and livestock production in 2010-2015 by regions as well as agricultural products has been demonstrated and indicators that determine economic state of industry have been analyzed: gross yield, food production volumes. The role of such important areas of crop production as production of cereals, potatoes, vegetables, and melons, and their importance in formation of AIC gross output volumes has been identified. The problems of development of agri-industrial production and adverse factors influencing on the decline of the AIC share in gross regional product have been identified.

Current state of agricultural sector and its export opportunities have been considered. The role of public support of agriculture, characterized by high capital intensity, long payback period, low profitability, dependence on climatic conditions, which makes it less competitive in comparison with other sectors of economy has been demonstrated. The structure of agricultural production of the republic, food consumption per capita, dynamics of gross harvest of major crops have been presented.

The role of innovation in development of agricultural sector, innovation-investment model of functioning of agricultural production, ways of their realization, factors that need to be used for effective innovation activity have been presented. The authors believe that priority should be given to organizational and managerial innovations associated with development of market infrastructure, transformation of its price stabilization mechanism, in particular grain market.

Issues related to rational development of AIC production and social infrastructure, which has impact on its investment attractiveness, production efficiency and population life quality have been considered. Particular attention is focused on basic directions of innovative activity of agribusinesses and its results. The comparative assessment of agricultural development in Kazakhstan in relation to global trends has been conducted.

The issues of development of agri-industrial complex have been identified due to high importance of institutional environment for development of rural areas and agricultural sector. Theoretical developments that allow considering of changes in institutional economic structure aimed to increase its effectiveness gain special importance. Account of institutional factors allows to determine level and possibility of acceleration of socio-economic development.

The impact of accession of Kazakhstan to the WTO on agricultural development. The advantages and problems, strategic directions of development, application of domestic agribusiness support measures within the existing institutional norms and rules of the World Trade Organization and tariffs have been analyzed. Measures necessary for the effective functioning of agri-industrial complex in the long perspective have been identified.

Tools of supporting agri-industrial complex of the republic, measures on efficient agricultural production, sustainable use of resource potential have been presented. The reasons for the lack of effective public incentive mechanism of development of vertical and horizontal co- operation of agricultural producers and conditions for production of the required quantity of basic agricultural products and food products have been considered.

He paper presents various options of risk management in agricultural production of the republic. State programs of foreign countries on farmers’ support aimed to stabilize their incomes have been considered. Perspective directions and trends in the development of insurance market and risk management tools which increase reliability of crop insurance have been demonstrated. Sizes of cash payments have been shown. A number of systemic problems of agricultural insurance mechanism have been revealed. It is recommended to create conditions for promotion of insurance institution development in agricultural sector, subsidizing of risk insurance in livestock production.

Scientific- practical bases of functioning of small farms in rural areas have been explored. The meaning of "private land and households" have been explained, and the need to improve mechanism of small-scale agribusinesses activities have been demonstrated. Their unification into peasant farms aimed to change the status, systemizing of land resource use, improvement of statistical record and formation of database on their main indicators is recommended.

Issues of improvement of competitiveness of meat processing sector in AIC of Kazakhstan have been considered. Methodology of its evaluation for meat production enterprise using integral-index method of constructing its model has been presented. Determination of competitiveness level is based on calculation of indices (coefficients) of enterprise operation efficiency, its innovation and adaptability. The proposed method of evaluation of competitiveness level of meat processing enterprises is a tool which is possible to use widely in theoretical research and practical economic analysis.

System of organizational and economic factors affecting the efficiency of development of sheep breeding has been presented. The calculations indicate lack of pastures for livestock grazing in agribusinesses. Forecast of consumer demand for lamb and wool, and evaluation of pricing system have been presented. The authors note unsatisfactory demand for sheep products and inadequate pricing system. The necessity of creating economic conditions for involvement of intensive factors of effective development of sheep production in Kazakhstan has been revealed.

Specific features of implementation of cooperation and integration policy of Kazakhstan and Russia, their practical experience have been considered. Agricultural production cooperatives, including processing, forms of agri-industrial integration have been analyzed, and grain product sub-complex has been outlined. The advantages of co-operative relations between enterprises, established by type of integrated structure (vertically-integrated holding company), linked with common participation in production, sale, consumption of single product (raw material suppliers, finished product sellers) have been considered.

Main objective of territorial and sectoral clusters - is increase of competitiveness of domestic agricultural production. The article presents cluster development model: production, storage, processing, transportation and food products sale. The factors affecting cluster formation have been considered. The author notes the need to improve interaction between AIC enterprises.

Aims and objectives of evaluation of agricultural lands in the country, specifics of land plot as object of evaluation have been presented. The factors affecting the value of agricultural lands have been revealed. Various methods of evaluation of arable land and land plots taking into account international experience have been proposed. The recommendations on efficient use of land resources have been done.

One of the main problems of agrarian and industrial complex is involvement of talented youth and highly qualified specialists in agriculture. The article presents sociological research among graduate students of agricultural high school. The data show that in motivating profes- sional choices of students predominates socialization of professionalization that affect the shape and direction of the realization of their potential professional employment. The majority of re- spondents his professional life and focus on the work in the agricultural sector of the economy associated with the active policy of the state in solving economic and social problems of agricul- tural development.

The issues associated with diversification as process of increasing economic efficiency of agricultural enterprises have been considered. Its peculiarities in agri-industrial production have been revealed, alternative types of strategies have been formulated. Vertical, horizontal and conglomerative groups have been outlined. Rational structure of sown areas has been presented.

Technological stages of accounting in production of meat, meat products and by- products have been presented. Production process costs required in management of economic entities have been determined based on data of primary record documentation. The classification of accounting objects, which allows to keep records and control of quality parameters in production and processing of meat products has been presented. Main directions of improvement of product competitiveness have been shown.

Basic elements of milk and milk product market of the republic for 2010-2014 (demand, supply, price, competitiveness issues) have been analyzed. Dynamics of consumption of milk and milk processed products for 5 yearshas been demonstrated. Main indicators of dairy production, sales price index and average prices, import volumes have been vividly demonstrated, which allowed the author to develop proposals on further improvement of indicators of development of these products market.
