The work includes the analysis of the status of grazing livestock production, justification of the necessity of involving reserve lands into agricultural use, and their gradual flooding using non-traditional energy sources. The scientific and experimental pilot projects on irrigation of farms in desert areas of central and southern regions of the country with justification of needed costs and amount of investment grants have been developed. Forecast of livestock population growth by regions was done, based on standard method taking into account the load on pastures, amounts of profits and cost recovery for construction of infrastructure for irrigation of pastures.

The paper highlights the ways of solving the problems of food security at the expense of domestic production. In particular, a set of measures for the development of a crossover devel- opment of agricultural production, and population solvency demand aimed to achieve food secu- rity of the Republic has been proposed. Measures on public regulation of AIC have been recom- mended, which have a systemic nature, including maximum possible use of indirect instruments and minimum - the direct impact. Calculations showed that application of the proposed measures on public regulation will result in the increase of the share of domestic food in total volume of commodity resources of the internal market.

The article highlights the issues of effective development of households, which produce more than half of agricultural production of the Republic of Kazakhstan, and their role in food se- curity of the country. Practical recommendations on their functioning. The justification of the ne- cessity of adoption of the Law "On households" for the transformation of this category to busi- ness structures.

The issues of the development of logistics systems in terms of globalization have been highlighted. Priorities and trends in merchandising management improvement have been identi- fied. Foreign experience of functioning of trade and logistics systems has been explored. Rec- ommendations on formation of implementation mechanism of distribution network have been presented. The authors note that factors constraining organizational- production structure of commodity circulation are as follows; weak development of sales logistics, insignificant coordina- tion between certain stages of products movement, insignificant information on production and consumption market.

The issues of integration between science and agricultural education, which is enriched with new knowledge and progressive training methods, as well as professional staff. The author believes that solution to problems of scientific and educational activities depends on their effec- tive interaction. Introduction of innovative forms of integration of science and education contrib- utes to the efficiency of research works, its ultimate purpose in the country should be ensuring professionals for national innovation system and economy as a whole.

The paper highlights some approaches to the development of agricultural sector of Ka- zakhstan on the basis of public-private partnership. The analysis of international experience of PPP projects in agriculture and the law. The measures on implementation of PPPs in agricultural sector, taking into account the specifics of Kazakhstan and accession to the WTO. Particular em- phasis should be placed on the development of production with sufficient economic growth po- tential, and sales markets.

The issues and directions of implementation of innovations in regional AIC management system have been revealed. The ways of providing timely and accurate information to governmen- tal bodies in agricultural sphere at all levels (national, regional, district, agricultural enterprises) based on establishing of a common information space in agri-industrial clusters using modern information technologies have been presented.

The issues of functioning of regional economy related to rational development of pro- duction and social infrastructure, which has impact on its investment attractiveness, efficiency of agri-industrial production and quality of life have been considered.

The necessity of selecting strategic directions, taking into account the objectives of ag- ricultural enterprise has been presented. The system of economic risk management, which facili- tates business incomes, has been considered. Proposals on reduction of risks in decision-making at all management levels, use of risk situations evaluation techniques have been justified.

The world experience of state support for agri-industrial complex has been highlighted. Measures on subsidizing agriculture of the republic and structure of subsidies in livestock and crop production, their volumes of livestock production have been presented. The results of activi- ties of agricultural enterprises have been presented: production volumes and provided services in value terms, its cost, profitability of agricultural production, structure of enterprise debts. On the basis of the research the need for effective mechanism of state support of agricultural sector of the country has been presented.

The analysis of the state and dynamics of farms Kyzylorda region: sown areas, labor productivity. Directions of their effective functioning in the long term perspective have been pre- sented.

The current state of development of food processing industry in the country has been analyzed. The factors that influence on production, export and import of agricultural products have been identified. Activities of the main branches of food industry of the country have been presented: meat, dairy, oil and fat, fruits and vegetables, grain processing and flour. Issues and prospects of its development have been revealed.

The role of food security, which is ensured by production of basic foodstuff, especially grain was presented. Main indicators (resources, consumption, state of grain market) and level which depends on purchasing ability, consumer market saturation, domestic production and food imports.

Analysis of agriculture status, which has a decisive impact on socio-economic development of the country, evaluation of functioning of crop production sector, issues and priorities of improving its competitiveness, development of the country's export potential have been revealed. The competitive advantages of agricultural sector of Kazakhstan have been analyzed.

The paper highlights the state of production and processing of milk in the republic on the basis of dynamics trends analysis which characterize effective operation of the industry, in- tensification of production and main indicators of its performance.

The relevance of development of dairy cattle breeding has been justified. Based on sta- tistics, the dynamics of changes in dairy livestock population and productivity has been consid- ered. The advantages of large enterprises and the need to attract investment in this sector have been presented. The author believes that further development of production and processing of milk in the country will be based on co-operation of farms.

The analysis of conducting cadastral works in Poland, division and distribution of land fund by land categories and farmland has been conducted. The issues and ways of development of rural areas and their spatial planning for adaptation in Kazakhstan have been explored. Rural resettlement in Poland is characterized by spatial and economic changes, concentration of farms, urban and rural migration. Particular importance is paid to the division of territories of rural set- tlements based on their functions.

The necessity of improving national policy in the field of labor protection, the system of program activities in agricultural sector, mechanism of social partnership and coordination of activities have been presented. In order to ensure effective functioning of this system in the coun- try, it is proposed to develop an effective regulatory frameworks, transform the appropriate man- agement and control, supervision and control bodies.

The paper includes the analysis of the employment and unemployment of rural popula- tion in the country, showing their reasons. Promising directions of increasing employment have been presented. The mechanisms of solving the problems of unemployment have been proposed. The conclusions on the need to form an effective government policy on promoting employment and reduction of unemployment have been done.

The trends and structural changes in youth employment, who have higher and second- ary vocational education, the causes of instability and imbalance on labor market have been pre- sented. The issues of rural youth unemployment and providing rural areas with professional staff have been considered. Proposals on optimizing the structure of training professionals for human- itarian, technical and secondary vocational education have been suggested. Best practices of for- eign countries in employment have been considered. The recommendations on formation and de- velopment of youth entrepreneurship, public-private partnerships in training and employment of young specialists have justified.
