Editorial Policies

Aim and Scope

The purpose of the journal - to familiarize readers with the original results of theoretical and applied research in the field of agricultural economics. The journal publishes articles of  scientific, methodological and applied nature, taking into account the priority and increasing importance of fundamental and applied topical scientific developments on a wide range of economic issues in AIC, the importance of promoting the achievements of agroeconomic science, its concrete and real contribution to production.

The objectives of the journal:

 ▪ publication, presentation and dissemination of scientific works by Kazakh and foreign authors, new information and best practices on relevant issues of agricultural economy, economic issues of the development of agro-industrial complex;

 ▪extending professional communication of a wide range of researchers and specialists in this sector;

 ▪support of conceptual discussions on fundamental and applied issues of academic research in the field of economics of agricultural sector, agro-industrial production;

 ▪promoting the development of theoretical and practical research in this area of knowledge;

 ▪providing an opportunity to get acquainted with current research and development for all interested readers ofKazakhstan, foreign countries, the CIS;

  ▪establishment and strengthening of scientific communications and relations between Kazakhstani and foreign scientists;

  ▪ involvement of young researchers into professional community.

Target audience - the journal  is a specialized, industry edition and is addressed to researchers, scientists of agricultural universities, PhD and Master students,  public administration bodies in agro-industrial complex, leaders and specialists of agricultural production inKazakhstan, CIS and foreign countries on the issues of  agricultural sector development.             

● Frequency of the journal's issues - 4 issues per year (quarterly).

● In one issue of the journal, the author can publish no more than one article, including co-authorship.

● Articles are published in the Kazakh, Russian and English languages, as well as by foreign authors in each issue of the journal, not previously published in print and /or electronic form.

● All scientific articles are subject to mandatory  peer review by independent reviewers - scientists or specialists with  scientific specialization closest to the topic of the article, who are not members of the editorial board.

● The archive contains issues of previous years

● The journal is an Open Access publication with  possibility  for users to copy published materials and refer to them free of charge.

Publication Frequency

4 issues per year (quarterly)

Articles are accepted from the 1st to the 15th of each first month of the quarter. After this period, articles submitted to the journal's website are rejected.
 

 

Open Access Policy

This journal provides direct open access to its content, based on the following principle: free open access to research results enables the increased global exchange of knowledge. Users are given the opportunity to copy published materials and link to them free of charge.

Reviewing

  1. Reviewing (expert evaluation) of manuscripts of scientific articles for publication in theoretical and scientific-practical journal “Problems of Agri-Market” is carried out in order to maintain high scientific-theoretical level of publication and select the most relevant, promising scientific works.
  2. All scientific articles are subject to mandatory double-blind peer reviewing (Review type "Double-blind peer review"), when editorial board does not disclose the names of the authors and reviewers and is carried out by independent reviewers who have scientific degrees Candidate, Doctor of science or Ph.D. with scientific specialization closest to the topic of the article, who are recognized experts in the subject of  reviewed articles in the Republic of Kazakhstan and foreign countries, who are not members of the editorial board, who have made a significant contribution to the development of  relevant field of knowledge and have publications on the subject of the reviewed article within five or six years, including the Scopus and Web of Science databases. Manuscripts are sent to two reviewers for evaluation.
  3. The articles submitted for reviewing and unpublished data may not be used by reviewers in their personal research.
  4. The results of reviewing are confidential. This work may not be transferred to any person without receiving authorization from editorial board.
  5. In case of conflict of interest, reviewers, are not allowed to review the manuscript.
  6. Reviewing procedure. After receiving the article, it is checked in anti-plagiarism system "Antiplagiat" - https://elpub.antiplagiat.ru for originality (at least 75%), assessed for compliance with requirements for journal profile, article's affiliation with thematic section, structure, and design. Then the article is allowed for review. The reviewer considers the article sent to him in the online review system.
  7. In case if the reviewer has doubts regarding plagiarism, authorship or falsification of data, he must necessarily contact the editorial board with request for a collective review of the author's article.
  8. The review must contain qualified analysis of the article material and its objective, reasoned assessment and clearly justified recommendations. The review must reflect:
  • whether the content of the article corresponds to the topic stated in the title;
  • relevance of the topic, its compliance with the journal profile;
  • novelty of research, scientific and practical significance;
  • style of presentation, logical argumentation;
  • general scientific level of the article;
  • originality;
  • reliability of data and conclusions;
  • compliance with requirements for text formatting, its structure, clarity of tables, diagrams, figures and formulas;
  • elaboration of literature and justification of used sources on the article topic;
  • compliance of the manuscript with ethical requirements;
  • what are the shortcomings, and corrections and additions are proposed for introduction by the author (if any);
  • final part of the review must contain recommendations on advisability or inadvisability of publishing the article or comments allowing the author to make corrections.
  1. Based on review results, the reviewer makes one of the following decisions:
  • accept for publication. In this case, manuscript will be included into the issue of the journal for further work.
  • accept for publication after correcting the comments noted by the reviewer. The author is asked to make changes to the manuscript which are indicated by the reviewer within one week. After correcting the comments or in case of justified refusal to make changes, the manuscript is accepted for publication.
  • accept for publication after revision and re-reviewing. In this case, the author makes changes indicated by the reviewer to the manuscript within two weeks and the manuscript is sent for re-review.
  • reject the article. The author is sent a refusal to publish the manuscript with justified motivation, but the authors are not prohibited from submitting manuscripts to the journal in the future.
  1. If reviewing contains recommendations for correcting and revision the article, it is sent to the author via the Elpub online submission and reviewing system with proposal to take them into account when preparing a new version of the article or to reject them with arguments. The article revised (reworked) by the author, containing responses to all the reviewer's comments and explaining all changes made to the article, is sent for re-review.
  2. The corrected version is resubmitted to the reviewer for making decision and preparing a reasoned conclusion on the possibility of publication.
  3. Materials on the article (final version of article, reviews) are submitted for review to members of editorial board in accordance with the subject of the articles being reviewed and the area of ​​scientific interests in which they can review articles. The date of acceptance of the article for publication is the date of receipt of positive decision from the editorial board on the advisability and possibility of publishing the article.
  4. The article not recommended for publication by reviewers will not be accepted for re-examination. The text of negative conclusion is sent to the author. The main reasons for rejecting articles are as follows: lack of scientific novelty, low originality, and non-compliance with scientific scope of the journal.
  5. The review period is up to 4-6 weeks, but at the request of the reviewer it can be extended and in each individual case is determined by the editorial board taking into account the creation of conditions for the fastest possible publication of articles.
  6. Reviews of manuscripts are stored for three years in electronic format on the journal's electronic platform.
  7. In their activity the reviewers are advised to adhere to the rules for working with authors of the Publons system of Clarivate Analytics (Clarity Partners@Publons.com).
  8. Publication is carried out in turn order as the material is ready.
  9. The editorial board has the right to form a turn order in accordance with the headings of the issues being prepared.

Publishing Ethics

Publication Ethics

The editors encourage editors, authors and reviewers involved in the evaluation of articles proposed for publication in the journal to follow the recommendations of the Committee on Publication Ethics (COPE) https://publicationethics.org/

These Rules provide general principles of publication ethics, ethical standards, and norms that participants in the scientific publication process should follow in their relationships, and take reasonable measures to prevent their violations in order to avoid unfair practices in publishing activities, in order to ensure the quality of scientific publications.

 

Ethical principles of editors

- The editorial board of the theoretical and scientific-practical journal "Problems of Agrimarket" takes a responsible approach to maintaining its scientific reputation.

- The editorial board of the journal guarantees acceptance or rejection of the work for publication based on its scientific significance, taking into account the current norms of the legislation of the Republic of Kazakhstan, originality, relevance and its proximity to the subject of the journal.

- Ensure the confidentiality of the publication received from the authors until its publication.

- In cases of plagiarism, fraud, falsification and other facts of unacceptable behavior in the publication of scientific materials that constitute unethical actions and are unacceptable, the editors have the right to refuse to publish the submitted manuscript.

- Previously published materials in the form of articles, monographs, dissertations, dissertation abstracts, scientific reports or submitted to several journals will not be accepted for consideration.

- Editors do not accept for publication articles rejected by reviewers as inconsistent with the scientific nature and ethics of publications.

- Upon detection of substantive, grammatical, stylistic and other errors, the editorial board is obliged to undertake all measures to eliminate them.

- All official claims and complaints submitted to the journal's editorial board are reviewed without fail.

- The work of editors is based on the principles of transparency and objectivity.

- Editors must publish useful links on the journal's web page for the design of articles in the Rules for authors; these requirements must be regularly updated and be available on the journal's website.

 

Authors' Ethics

- Authors are fully responsible for the selection and reliability of the facts, quotes, economic and statistical data, names, surnames, names of organizations and other information, as well as for the use of data not intended for open publication.

- Factual data, all information borrowed from literary and other sources, as well as quotes provided in the article, must be confirmed by appropriate references.

- Authors are responsible for the originality of the submitted work. Plagiarism, falsification of composition of authors, independent preparation of reviews of their articles, manipulation of citations are not allowed. Plagiarism is any borrowing of someone else's text without citation, as well as paraphrasing and borrowing of ideas (research results) without reference to the author.

- The authors of publication must be scientists who contributed to this research. All authors of the publication are equally responsible for its content.

- The text must not contain criticism or personal comments in relation to the authors of previously published works on similar topics;

- Participation in the process of preparing the article for publication, promptly and correctly responding to the wishes and comments of the editorial board and providing the information necessary for publication.

- At the request of the editor, authors must provide additional information confirming the reliability of the research described in the article.

- If indisputable errors are discovered in the work, the author is given the opportunity to make appropriate amendments or correct typos as soon as possible.

- Authors submitting their work for publication in the journal confirm that their publication does not violate any existing copyrights.

 

Ethics of reviewers

- Reviewing scientific articles by other researchers plays important role in ensuring the objectivity of research and reliable information about it. All reviewers must adhere to generally accepted rules in the review process.

- Only  independent scientist with  sufficient level of professional competence in the reviewed field of science (topic, issue, problem), who is not a member of the editorial board of the journal and who makes  decision on compliance of the publication with the requirements of scientific character and authorial ethics can act as a reviewer.

- A manuscript submitted for review is a confidential document and is subject to copyright law, and therefore cannot be used by reviewers for discussion with third parties without permission of the editorial board or for personal purposes. Reviewers are obliged to know that manuscripts sent to them are the intellectual property of the authors and are classified as information that cannot be disclosed.

-  Reviewers ensure that their reviews are objective and fair, free of hostile or inflammatory statements, and adhere to ethical standards of conduct. The criterion for evaluating an article should be its scientific significance.

- Reviewers should declare all potential conflicts of interest, seeking advice from the editor if they are unsure about a particular case.

- A reviewer who, in his opinion, is not qualified to evaluate a manuscript, or who cannot be objective, for example in the case of  conflict of interest with the author or organization, should inform the editor and request to be excluded from reviewing the manuscript.

 

Retraction of published article, publication of corrections, apologies, retractions

The editorial board of journal may retract an article (retract its text). In accordance with the recommendations of the Committee on Publication Ethics (COPE), retraction is understood as a mechanism for correcting published information and notifying readers that publication contains serious shortcomings or erroneous data that cannot be trusted.

The main purpose of retractions is to correct the published information and ensure its integrity.

An article is retracted if:

  • the editors have clear evidence that the published information is unreliable, either as a result of deliberate actions (e.g. falsification of data) or due to errors, for example, in calculations;
  • the conclusions contained in the article were previously published in another publication, and there are no proper references, permissions, or justification for the need for re-publication (i.e. cases of duplicate publication);
  • the article contains major incorrect borrowings (plagiarism);
  • the article material describes unethical research;
  • the work contains incorrect interpretation of results, which casts doubt on its scientific value;
  • conflict of interest is hidden;
  • incorrect list of authors (no one worthy of being an author);
  • persons who do not meet the authorship criteria are included;
  • republication of articles without the author's consent.

 

If the author discovers significant errors or inaccuracies in the publication, the editorial board of the journal is required to inform the author (the main author - the corresponding author in case of collective authorship) about the retraction of the article and justify its reasons.

If the editorial board has received information from a third party that the publication contains significant errors, the author is obliged to retract the work or correct the errors as soon as possible.

The editorial board reserves the right to decide on further cooperation with the author of the retracted article.

 

Corrections, apologies, refutations

The grounds for making corrections to a published article are:

- identified errors that make only a certain part of the data presented in the publication unreliable;

- errors, omissions contained in the information about the authors;

- detection of incorrect borrowings from different sources in a small part of the article;

- publication of the article in another journal (duplication)

 

If unlawful falsified material is found in published articles, the editorial commentary provides an explanation why the article is refuted or an apology is made, with a link to the article.

The online version of the material is corrected with the date of correction and a link to the printed source of the typos.

 

If the author discovers significant errors or inaccuracies in publication, the author must notify the editorial board of the journal so that publication to be retracted or errors corrected as soon as possible.

If the editorial board has received reasonable information from a third party that the publication contains significant errors, the author is obliged to retract the work or correct the errors as soon as possible, or refute the statement about the presence of errors by submitting the necessary evidence to the editorial board.

 

No use of artificial intelligence

The editorial board strongly discourages the use of any technical methods that can increase the text rating. If the verification system detects artificially generated text (text obtained using artificial intelligence, ChatGPT for illegal borrowings, the article is rejected from consideration by the editorial board.

A statement from the authors regarding their attitude to the use of ChatGPT, artificial intelligence in the published article is required.

Publication fee

Authors of article which is approved for publication in the journal are required to pay for publication. The process of publication in the journal "Problems of Agrimarket" is associated with the costs of processing manuscripts for compliance with technical requirements for review, editing, publication, archiving. To compensate for these costs, the journal charges a publication fee.

The cost of publication is 35 000 Tenge for publication of one manuscript.

The fee for publication of articles includes:

  • checking the manuscript material for plagiarism, which is carried out on the website using specialized service for checking scientific texts for plagiarism "Antiplagiat" - https://elpub.antiplagiat.ru;
  • preparation for release of the journal issue:
  • editorial services
  • assignment of DOI identifier and activation in each article
  • registration of each author of articles in the World Wide Web via the CrossRef database;
  • publication of the article in the printed version of the journal in the printing house;
  • archiving of the article on the journal website.

Payment is made after the article is accepted for publication and editorial board notifies.

Payment for publication can be made either by  organization funding the research or by the author.

The corresponding author is responsible for making the payment before publication. A receipt for payment for publication in pdf format should be sent by the corresponding author to the e-mail address - kazniiapk@mail.ru.

Articles that are not paid for on time, provided that they are accepted for publication, are transferred to the next issue or are withdrawn from publication by notification of the main author -  corresponding author.

Disclosure and Conflict of Interest

Potential conflict of interest exists when there are financial, personal or professional conditions that could influence on scientific judgment of the reviewer or editor and, as a result, the decision of the editorial board regarding publication of the article.

The editor-in-chief, together with the editorial staff, should not leave unanswered the claims regarding reviewed manuscripts or published materials. If a conflict situation is identified, they must take all necessary measures to restore the violated rights, and if errors are discovered, they must facilitate the publication of corrections or refutations.

The editorial staff of the journal proceed from the fact that by the very fact of submitting an article for consideration and a covering letter, the author declares that the text does not contain commercial, financial, personal or professional factors that could create a conflict of interest in relation to the submitted article.

If there is a conflict of interest, the author must make an open statement about the possible conflict of interest in the text in the cover letter when submitting the article for consideration. Editors and reviewers must declare potential conflicts of interest that may influence on the decision to publish a manuscript. If there is a conflict of interest between the editor or reviewer and the author of the article, it should be transferred to another editor or reviewer, respectively.

Reviewers and members of the editorial board must refuse to consider the manuscript if they have any competitive relationships related to the research results of the author(s) of the manuscript, or if there is another conflict of interests.

Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the author.

Information or ideas obtained during the review process related to possible benefits must be kept confidential and not used for personal benefit.

Reviewers should not participate in the review of manuscripts if there are conflicts of interest due to competitive, collaborative or other interactions or relationships with any of the authors, companies or other organizations associated with the submitted work.

The existence of a conflict of interest between participants during the review and review process does not mean that the manuscript will be rejected, since the most important criterion for evaluating a manuscript is its scientific quality.

All interested persons should, to the extent possible, avoid any conflict of interest at all stages of publication.

 

Plagiarism detection

When reviewing an article, the editors of the journal “Problems of Agrimarket” must take into account checking the manuscript material for plagiarism, that is carried out on the website using a specialized service for checking scientific texts for plagiarism “Antiplagiarism” - https://elpub.antiplagiat.ru. The originality coefficient of the text of scientific articles must be at least 75% or higher. Based on the results of automatic plagiarism check of the manuscript, a full electronic report on checking is downloaded. The main author (corresponding author) is notified of this.

If unauthorized borrowings are identified, and low coefficient of originality of the text, the manuscript is rejected from publication.

If a slight decrease is detected, the authors are given the opportunity to correct and send the manuscript for re-checking via the magazine's electronic platform.

If the results of originality check are positive, the manuscript is sent for further double-blind review.

Plagiarism in all forms is unethical and unacceptable.

The journal "Problems of Agrimarket" does not publish plagiarism in any form, including works containing plagiarized text, ideas and data.

Articles in which provable fact of  significant amount of plagiarism was discovered or in which the fact of manipulation with the text was revealed are rejected.

 

The editors consider the following forms of plagiarism:

  • use (literal quotation) of any materials in any volume without indicating the source;
  • use without written permission of materials whose authors or copyright holders prohibit the use of their materials without special approval;
  • fabrication and falsification of data.

 

The editors consider the following forms of incorrect borrowing:

  • incorrect references (incomplete bibliographic description of sources, preventing their identification;
  • references not to the first source of the borrowed text without explicit indication of this fact (error in determining the original source);
  • lack of links from the text to sources given in the article list.

 

Authors of manuscripts must submit  original works.

Mentioning of the work results of other authors must be accompanied by references to relevant primary sources (which should be included into bibliography).

If the editorial board has grounds for a more detailed check, additional tools may be used to search for borrowings.

The editorial staff of the journal "Problems of Agrimarket" strongly do not recommend using any technical techniques that can increase the score of the text in the Anti-Plagiarism system.

Articles which content corresponds more than to 20% to other scientific materials of the author (monograph, previous publications in journals and collections) are not accepted for publication.

Identification of plagiarism is carried out in the framework of scientific review, as well as after publication of manuscripts - based on the fact that readers have submitted relevant statements. Preprint and postprint Policy

Prior to acceptance and publication in “Problems of AgriMarket", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Problems of AgriMarket" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
