Цель – изучение ориентиров в проведении ресурсной политики КНР и ее особенностей. Методы исследования – аналитический, позволяющий раскрыть проблемы сельского хозяйства; сравнительного анализа отраслевой структуры аграрного сектора с характерным преобладанием отрасли растениеводства: площади сельскохозяйственных угодий, расположенные на значительной территории, пахотных земель, использование земельных ресурсов; на основе причинно-следственного метода показаны продуктивность животных, урожайность сельхозкультур. Оригинальность/ценность исследования – две концепции: Экономического пояса Шѐлкового пути и Морского Шѐлкового пути XXI века, именуемых инициативой «Один пояс и один путь», приобретающие особую значимость в развитии и перспективах Евразии. Эта трансконтинентальная долгосрочная политика и инвестиционная программа, провозглашенная в Китае «проектом века», охватывает многие страны и нацелена на построение торговых связей между Китаем, Россией, государствами Центральной Азии, Европы и прибрежными государствами Индо-Тихоокеанского региона. Результаты – авторы констатируют, что важное значение для решения экономических задач, стоящих перед Казахстаном и, в частности агропромышленным комплексом имеет решение аналогичных проблем в КНР. Повышение эффективности аграрного производства, создание резерва продовольственной безопасности и необходимых условий для реализации продукции являются проблемными темами для обеих сторон. Выводы – углубление китайско-казахстанского двустороннего сотрудничества в сфере АПК растет быстрыми темпами и становится одним из ключевых в межгосударственном экономическом взаимодействии, способствуя притоку инвестиций из Китая и диверсификации экономики.
The goal is to study the guidelines in implementation of the resource policy of the PRC and its features. Research methods – analytical, which allows to reveal the problems of agriculture; comparative analysis of sectoral structure of agricultural sector with a characteristic predominance of crop production industry: areas of agricultural land located on a large territory, arable land, use of land resources; based on the cause-and-effect method, animal productivity, crop yields are shown. The originality/value of the study – two concepts: the Silk Road Economic Belt and the XXI Century Maritime Silk Road, called the "One Belt and One Road" initiative, which are acquiring special significance in development and prospects of Eurasia. This transcontinental long-term policy and investment program, which is proclaimed in China as the "project of the century", covers many countries and is aimed at building trade relations between China, Russia, the states of Central Asia, Europe and the coastal states of the Indo-Pacific region. Results – the authors state that the solution of economic objectives of Kazakhstan and, in particular, agroindustrial complex is also very important as solution of similar problems in the PRC. Increasing the efficiency of agricultural production, creating a reserve of food security and necessary conditions for products sales are problematic topics for both sides. Conclusions – the deepening of Chinese-Kazakhstani bilateral cooperation in the field of AIC is growing rapidly and is becoming one of the key factors in interstate economic cooperation, contributing to the inflow of investments from China and diversification of the economy.
