Цель – провести исследование проблем специализации в аграрном секторе Западно-Казахстанской области. Методы – диалектический, суть которого в том, что изучаемые процессы неотрывно связаны друг с другом и рассматриваются как единое целое; абстрактно-логический и экономико-статистический для обозначения уровней специализации в регионе, оценки тенденций и перспектив развития сельского хозяйства, потенциала агропромышленного комплекса ЗКО. Для проведения расчетов были использованы официальные статистические данные Бюро Национальной статистики Агентства по стратегическому планированию и реформам Республики Казахстан. Результаты – авторами проведена группировка районов области по убранной площади, показан объем валовой продукции, определены территории, наиболее пригодные для выращивания сельскохозяйственных культур. Выводы – выявлено, что для развития зернового подкомплекса Западно-Казахстанская область обладает необходимыми земельными ресурсами и пашней. Для налаживания зернового производства выделено около 1 млн га плодородных земель. Природно-климатические условия данной зоны благоприятные для культивирования твердых и сильных сортов пшеницы, содержащей белок и клейковину, и имеющей повышенный спрос на мировом рынке. Опыт зарубежных стран и передовых хозяйствующих субъектов республики свидетельствует, что рентабельное ведение сельскохозяйственного производства и получение товарной продукции в больших объемах возможны только в специализированных крупных предприятиях, располагающих достаточно большим производственным потенциалом при повышении интенсивности его использования. Специализация создает условия для более рационального пользования землей, современной техникой, трудовыми ресурсами. При ее определении учитывается весь комплекс природных и социально-экономических факторов, транспортная составляющая, близость промышленных центров.
The aim – to conduct a study of the problems of specialization in agricultural sector of the West Kazakhstan region. Methods – dialectical, the essence of which lies in the fact that the studied processes are inextricably linked with each other and are considered as a whole; abstract-logical and economic-statistical to indicate the levels of specialization in the region, assess the trends and prospects for the development of agriculture, the potential of agro-industrial complex of the WKR. For making the calculations, the official statistical data of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan were used. Results – the authors grouped the districts of the region according to the harvested area, showed gross production volume, identified the territories which are most suitable for growing crops. Conclusions – it was revealed that for the development of the grain sub-complex, the West Kazakhstan region has the necessary land resources and arable land. About 1 million hectares of fertile land have been allocated to develop grain production. The natural and climatic conditions of this zone are favorable for the cultivation of durum and strong wheat varieties which contain protein and gluten, and which is in high demand on the world market. The experience of foreign countries and leading economic entities of the republic shows that profitable agricultural production and obtaining of commercial products in large volumes are possible only in specialized large enterprises that have a sufficiently large production potential in terms of the increased intensity of its use. Specialization creates conditions for more rational use of land, modern technology, and labor resources. In its determination, the whole complex of natural and socio-economic factors, transport component, and the proximity of industrial centers are taken into account.
