Цель исследования - выявление особенностей пространственного развития пригородных сельских территорий г.Павлодара, Павлодарской области и факторов, влияющих на них. Поселки, села, в связи с близостью к городской местности, имеют множество пространственных различий, отличающих их от других сельских районов и пригородов. В статье обобщены методологические и эмпирические подходы, используемые зарубежными авторами, к изучению сельских населенных пунктов, находящихся в зоне городов, являющихся областными центрами, логике социально-экономических преобразований в них, механизму формирования взаимосвязей в урбанизированных регионах, состоящих из нескольких административно-территориальных образований, определению экономически обоснованных границ агломерации, отнесению тех или иных территорий к ее пригородному поясу. Обосновывается необходимость изучения сельских административных единиц как неотъемлемой ее части. Анализ включает обзор источников, посвященных эмпирическому опыту повышения качества жизни населения сельской местности, находящейся в городской зоне, а также факторов, влияющих на цены на недвижимость, рынок труда, развитие обрабатывающей промышленности. На основе проведенного анализа пригородных сельских территорий г.Павлодара установлены факторы, влияющие на территориальное развитие через спрос и объемы жилищного строительства: уровень социальной инфраструктуры и культурно-бытового обслуживания, состояние инженерной и транспортной инфраструктуры, общественного транспорта, благоустройства территории, окружающей среды, а также степень транспортной доступности населенного пункта или вновь осваиваемого региона.
The purpose of the study is to identify the features of the spatial development of the suburban rural territories of Pavlodar, Pavlodar region and the factors affecting them. Villages, settlements, due to their proximity to urban areas, have many spatial differences that distinguish them from other rural areas and suburbs. The article summarizes the methodological and empirical approaches used by foreign authors to study rural settlements located in the zone of cities that are regional centers, the logic of socio-economic transformations in them, the mechanism of formation of interconnections in urbanized regions, consisting of several administrative-territorial entities, the definition of economically justified boundaries of the agglomeration, the assignment of certain territories to its suburban belt. The necessity of studying rural administrative units as its integral part is substantiated. The analysis includes a review of sources devoted to empirical experience of improving the quality of life of the rural population located in the urban zone, as well as factors affecting real estate prices, the labor market, and the development of manufacturing. Based on the analysis of suburban rural territories of Pavlodar, factors that influence territorial development through demand and volumes of housing construction were determined: the level of social infrastructure and cultural services, the state of engineering and transport infrastructure, public transport, landscaping, the environment, and the degree of transport accessibility of the settlement or newly developed region.
