Процессы урбанизации оказывают существенное влияние на перераспределение земельных ресурсов, включая сельскохозяйственные земли с высокими аграрными характеристиками, создают новые вызовы для рационального использования земель и требуют комплексного анализа динамики и их влияния на продовольственную безопасность страны. Цель – мониторинг научно обоснованного освоения земель сельскохозяйственного назначения с последующим определением направлений совершенствования и приоритета. Методы – аналитический, на основе которого выполнен обзор научной литературы, статистический - при выявлении закономерностей изменения площадей земель за 1991–2024гг., абстрактно логический - для выявления причинно-следственных связей, монографический - при обобщении практического опыта землепользования. Результаты – установлено, что за период 1991–2024гг. сельскохозяйственные площади уменьшились более чем в два раза, тогда как земли населённых пунктов (СНП) возросли в шесть раз, что свидетельствует о высокой интенсивности формирования городских структур, территориального расширения городов и СНП. Вовлечение сельскохозяйственных угодий в несельскохозяйственное пользование оказывает комплексное воздействие на организацию аграрного производства и региональное обеспечение продовольствием. Увеличение городских зон напрямую затрагивает большое количество высококачественных обрабатываемых сельхозземель, сокращая земельные участки для выращивания сельхозкультур. Кроме того, они задействуют приоритетные типы почв, отличающиеся высокой плодородностью и потенциальной продуктивностью зе мель. Выводы – для экологически сбалансированного применения сельскохозяйственного земельного фонда необходимо внедрение комплексной реализации мер по сохранению и восстановлению массивов, обеспечивающих устойчивое развитие территорий и продовольственную безопасность. Таким образом, научное обоснование перераспределения сельхоз земель имеет важное значение в обеспечении баланса между урбанизацией и сохранением аграрного потенциала, минимизируя социальные и экономические риски

Urbanization processes have a significant impact on the redistribution of land resources, including agricultural lands with high agrarian characteristics, creating new challenges for rational land use and requiring comprehensive analysis of dynamics and their impact on the country’s food security. The objective is to monitor scientifically grounded development of agricultural land with subsequent determination of directions for improvement and prioritization. Methods include analytical methods for reviewing scientific literature, statistical methods for identifying patterns in land area changes from 1991 to 2024, abstract-logical methods for identifying cause-and-effect relationships, and monographic methods for generalizing practical land use experience. Results – it is established that during 1991–2024 agricultural land areas decreased by more than two times, while lands of settlements increased sixfold, indicating high intensity of urban formation, territorial expansion of cities and settlements. The conversion of agricultural land to non-agricultural use has a comprehensive impact on the organization of agricultural production and regional food supply. Expansion of urban areas directly affects a large amount of high-quality arable land, reducing land available for crop cultivation. In addition, priority soil types characterized by high fertility and productive potential are involved. Conclusions – for environmentally balanced use of the agricultural land fund, it is necessary to implement comprehensive measures for preservation and restoration of land resources, ensuring sustainable territorial development and food security. Thus, the scientific substantiation of agricultural land redistribution is of great importance in maintaining a balance between urbanization and preservation of agrarian potential, minimizing social and economic risks
