Цель – обосновать значение и экономическую необходимость цифровых процессов в АПК как фактора инновационного и инвестиционного роста, разработать практические рекомендации для оптимального использования цифровых решений в целях устойчивого развития аграрной отрасли.
Методы – экономико-математический, корреляционно-регрессионный – при изучении статистических данных, определении тенденций наращивания потенциала сельского хозяйства, проведении количественного анализа влияния цифровой трансформации на эффективность агропромышленного производства, выявлении проблем внедрения высокоэффективных технологий в аграрный сектор.
Результаты – до настоящего времени аграрная сфера Казахстана и в мировом масштабе не была привлекательной для рыночной экономики, в основном из-за высоких рисков и сложностей с прогнозированием. Однако с появлением инновационных структур и новых возможностей, таких как цифровая модернизация, возрастают объемы привлеченных инвестиций. В Азии около 20 % развивающегося агробизнеса связано с инновационными разработками. Ожидается, что эффект от цифровизации агропромышленного комплекса составит около 30 % прироста ВВП, который планируется довести до объема свыше 3 трлн. тенге к началу 2030 года. Современный агропродовольственный рынок – это высокотехнологичный сегмент. Земля и климат уже не являются определяющими факторами успеха аграриев, на первый план выходят инновационные задачи.
Выводы – предложены направления повышения инновационной активности и производительности в АПК. Авторы отмечают, что главная цель научного обеспечения инновационной деятельности – это применение ресурсосберегающих, экологически безопасных и экономически результативных нанотехнологий для оптимизации генетических ресурсов – продуктивности сельхозкультур и животных, совершенствование селекционных методов, освоение энергоемкой техники и информационно-коммуникационных систем. Инициативы, реализованные при господдержке инновационных проектов, включают платформу «Технологии надзора» для цифрового мониторинга земель, агростраховой сервис, электронную торговую площадку.
The aim is to substantiate the importance and economic necessity of digital processes in the agro-industrial complex as a factor of innovation and investment growth, to develop practical recommendations for the optimal use of digital solutions for sustainable development of the agrarian industry.
Methods - economic-mathematical, correlation-regression - in the study of statistical data, determining trends in increasing the capacity of agriculture, conducting a quantitative analysis of the impact of digital transformation on the efficiency of agro-industrial production, identifying the problems of introducing high-efficiency technologies in the agricultural sector.
Results - so far the agrarian sector in Kazakhstan and globally has not been attractive to the market economy, mainly due to high risks and difficulties with forecasting. However, with the emergence of innovative structures and new opportunities such as digital modernization, the volumes of attracted investments are increasing. In Asia, about 20 % of emerging agribusinessesare related to innovation. The effect of digitalization of agribusiness is expected to be about 30 % of GDP growth, which is planned to reach over 3 trillion tenge by the beginning of 2030. The modern agro-food market is a high-tech segment. Land and climate are no longer determinants of the success of agrarians, innovative tasks come to the fore.
Conclusions - the directions for increasing innovation activity and productivity in the agro-industrial complex are proposed. The authors note that the main goal of scientific support of innovation activity is the application of resource saving, environmentally safe and economically efficient nanotechnologies for optimization of genetic resources - productivity of crops and animals, improvement of breeding methods, development of energy-intensive equipment and information and communication systems. Initiatives implemented with state support for innovative projects include the Supervision Technologies platform for digital land monitoring, agro-insurance service, and electronic trading platform.
